【摘要】 在当今市场环境变幻莫测、竞争日益激烈的情况下,如何制订正确的战略并有效地实施和控制,以便获得持续的竞争优势,是摆在每一个种子企业面前非常紧迫而重要的话题。正确的企业战略能够为企业的成员指出明确的方向,使人们聚集为一个具有高度一致性的集体,同时它还能起到决策和行动的指南和坐标的作用。自古成大事者必为有大志者,种子企业也不例外。种子企业要在全面分析内部优劣势、外部机会和威胁的前提下,放眼全球,着眼未来,构建企业发展战略,鼓舞和推动人们为实现企业目标而奋勇前进。 本文通过种子企业的外部条件分析,清晰地归纳出国际种子行业的发展特点和趋势:种子行业高度集中;兼并重组,向规模化、集团化、国际化发展;生物技术发展成为种子行业竞争的焦点。而中国种子行业则体现出:种子企业多种所有制形式并存;种子行业集聚度增加,竞争加剧;种子企业科技投入增加,科技创新能力有所增强;跨国公司植根本土化。中国种子行业是国际种子行业的一个组成部分,随着全球一体化程度的深入,国内种子行业必将快速融入国际种子行业大循环。当然,中国种子企业也好,进入中国市场的外国种子企业也好,在中国开展种子业务,就必须掌握中国种子行业独有的特征:国情的特殊性;消费群体的特殊性;产品的特殊性;产业的特殊性。 通过湖北省种子集团公司内部条件分析,可以总结出公司在竞争中的优势和劣势。结合外部条件和内部条件,分析指出公司属于典型的劣势-机会战略,理论上最佳的选择是外部联合或购并。然而,受其国有企业性质的局限,企业决策层在涉及产权调整以及企业性质等问题上没有决策权,在战略选择上首先要与企业政策环境相适应。比较现实的做法就是充分利用现有资源寻求合适的战略联盟,用以切实弥补自身内在的不足。同时要继续大力开展国际化战略,在研发上坚持品种创新,在营销上采取差异化聚焦,一方面可以为公司的持续发展蓄积能量,另一方面可以集中发挥优势力量,达到有限资源的最佳配置。 企业战略只有付诸实施才能发挥作用。在战略实施过程中,由于各种主客观因素和内外环境变化,时常会出现行为结果与预定目标的偏差,或者原战略方案制定的不周密,甚至有某些缺陷,均需在战略控制管理中加以解决。战略控制通过预定目标与执行中反馈信息比较,及时发现问题并解决问题,以保证战略方案的正确、有效实施。 本文研究的研究成果可以为种子企业特别是国有种子企业在分析企业所处的内外环境、制定企业发展战略以及战略实施控制等工作提供参考。更多还原

【Abstract】 In a situation that the current market environment is changeable, the competition is fierce day by day, how to make correct strategy and implement and control effectively, in order to obtain the lasting competition advantage, put very urgent and important topic in front of every seed enterprise. The correct business strategy can point out the clear direction for the members of enterprises, make people assemble for a collective with high consistency. At the same time, it still can play the function of the decision , action guideline and coordinate. Seed enterprises should be under analyzing inside excellent inferior position, external chance and prerequisite threatened in an all-round way, take a broad view of the whole world, have the future in mind, structure enterprise’s development strategy, encourage and promote people in order to realize the goal of enterprise and advance courageously.This text analyses through the external terms of seed enterprises, sum up the development characteristic and trend of the international seed trade clearly: The seed trade is highly centralized; Annexation and reorganization of enterprises, internationalization; Biotechnology becomes the focus of competition of seed trade. The Chinese seed trade is a component of an international seed trade, with the deepening of the global integrated degree, the domestic seed trade will incorporate the systemic circulation of international seed trade fast. Certainly, Chinese seed enterprises and foreign seed enterprises must grasp the unique characteristic of Chinese seed trade: Particularity of the national conditions; Particularity of the consuming groups; Particularity of the products; 4, Particularity of the industryBy analyzing the condition inside Hubei Provincial Seed Group Company, we can summarize the advantage of the company in the competition and inferior position. Combine the external condition and inside condition, point out the company belongs to the typical inferior position - chance strategy, the best choice is that the outside is united or purchased and combined in theory. However, received by its country’s enterprise -like limitation, the policy-making level of enterprises does not have a policy-making power on involving property right adjustment and enterprise’s nature, should be suitable for enterprise’s policy environment first on the strategic choice. Very realistic method is to fully utilize existing resources to seek the favorable strategic alliance, used to remedy one’s own deficiency effectively. Continue launching the internationalization strategy in a more cost-effective manner at the same time, insist in researching and developing the variety innovates, adopt the difference to focus on in marketing, can accumulate energy for the follow-up development of the company, still can concentrate on strength of making the most of the advantage, reach limited best disposition of resource.The results of in research results are beneficial to analyzing the internal and external environment for seed enterprises, especially for state-run seed enterprise, offers reference to make enterprise’s development strategy and strategy implementation.更多还原
