【摘要】 水资源是基础自然资源,是生态环境的控制性因素之一;同时,又是战略性经济资源,是一个国家综合国力的有机组成部分。展望将来,水资源正日益影响全球的环境与发展。我国人民在历史发展中,贯穿着与频繁水旱灾害的斗争。新中国成立后,进行了大规模的水利建设,取得了兴利除害的重大成就,我国以占全球约6%的可更新水资源、9%的耕地,支持了占全球22%人口的温饱和经济发展。但是,在水资源开发利用的进程中,也出现了一些更为复杂的新情况和新问题。1998年长江和嫩江的大洪水、90年代初以来黄河断流和北方地区沙尘暴的日趋严重、江河湖海的水污染,业已引起全国人民甚至世界的关注。区域水资源开发利用与承载能力的研究,是一个复杂的大系统协调发展问题,不仅涉及到技术问题,而且涉及到经济、社会和政策上的问题,对此如何进行量化研究,特别是非技术因素方面的量化研究,是当今水文水资源研究领域中十分突出的问题。 本文在总结了国内相关研究成果的基础上,依据可持续发展观点,从水资源开发利用和承载能力等基本概念出发,对具体完整的区域水资源开发利用与承载能力进行了研究。主要研究内容包括:以系统论及可持续发展理论为基础,在摸清区域水资源数量、质量及其分布规律,水资源开发利用现状和存在问题,以及社会经济发展历程的基础上,依据可持续发展观点,深入研究区域国民经济发展用水和生态环境用水的关系,探索区域生态环境保护目标及合理的需水量,提出符合国民经济发展和生态环境保护的水资源合理配置方案,分析水资源承载能力,为区域经济发展提供科学决策的依据。最后,根据区域水资源开发利用与承载能力研究的相关理论、模型和方法,对江门市的水资源开发利用与承载能力问题进行了深入的研究分析,得出了一些有价值的结论。更多还原

【Abstract】 Water resources is one of fundamental natural resources and controlling factors of ecological environment, and in the meanwhile, an organic part of overall strength of the country and strategic economy resources. Looking forward to the future, water resources gently affects environment and development of the globle. In the historical reference, the people of our country have been struggling with frequent flood and drought. Since New China established, we have made large-scale water conservancy construction, and taken out a significant success.Our country ,which owns 22 % population of the globe,but 6% renenable water resources and 9% plough land of the globe, sustains dining problem and economic advance. But, in the course of the water resources development and utilization , there is more complicated new situation and problem. Large flood in Changjiang River and Nenjiang River in 1998, Yellow River cutting off its water supply since 1990 , increasingly serious sandstorm and water pollution in the north arouse the attention of the whole people or rather the world.The study on development , utilization and bearing capacity of regional water resources is a coordinational development problem of sophisticated system. It not only involves technological problem, but also economic, social and policy problem. How to carry out quantitative study, especially not technological aspect , is quite extrusive problem nowadays in the hydrology and water resources domain.This paper sums up domestic correlative research findings, and carries out the study of the water resources development , utilization and bearing capacity on account of sustainable development perspective and the basic concepts of the water resources development , utilization and bearing capacity . Main contents of the research includes: on the basis of system theory and sustainable development theory, in terms of exploring quantity ,quality , regularities of distribution of regional water resources, present situation of water resources development and utilization, and social economy, studys the relation between economy development and ecological environment water requirement, explore protection object and reasonable water requirement of regional ecology environment, raises matching water resources reasonable dispose scheme of enconomy development and ecology environment protection, analyzes water resources bearing capacity, and offers scientific decision-making reference of regional economy develop. Finally, it synthetically applies the theory, model and method of the water resources development , utilization and bearing capacity study mode, carries out deep study and analysis on the problem of the water resources development , utilization and bearing capacity in Jiangmen City, and obtains many valuable results.更多还原
