旧桥评定方法及养护资金分配优化研究

【摘要】 本文从小区域桥梁养护管理部门的角度出发,探讨了适合在桥梁数量少、桥型简单以及养护资源有限等情况下的旧桥评定和桥梁养护资金的合理分配问题。 论文中研究了模糊贴近度分析法对桥梁现有承载能力进行综合评判的理论和步骤,并将所得结果与原最大隶属度原则所得结果进行比较。验证了贴近度分析法比最大隶属度法具有更高的准确度和可信度。其次采用层次分析法(AHP)对桥梁缺损状况和综合技术状况进行等级评定,建立了缺损状况等级评定模型和综合技术状况等级评定模型。并在此基础上,应用多目标决策技术,考虑在制定桥梁养护计划过程中涉及到的各项因素,建立了桥梁养护资金分配0-1多目标线性规划模型。采用遗传算法对桥梁养护资金分配0-1多目标线性函数进行求解,寻找桥梁养护资金分配的最优组合。并运用C++编制了相应的计算程序。 通过案例进一步说明了采用多目标决策技术对桥梁养护管理规划的应用,并对计算结果进行分析,验证了模糊贴近度分析法对桥梁承载能力评定的优越性和多目标决策技术对桥梁养护管理资金分配的可行性。

【Abstract】 From the point of bridges maintenance management in small scope, this paper discussed the assessment of old bridges and properly distribution of bridge maintenance fund that fit in the condition of little bridge quantity, simple bridge type and limited maintenance.This paper researched the theory and steps of comprehensive evaluation on bridges’ existing load capacity by the way of fuzzy nearness, and compared this results with which came out by maximum membership degree method. We came to the conclusion that the first one is more accurate and credible than the last one. Then by the use of AHP, it gave the estimation of bridge’ s defect condition and comprehensive condition, and established the corresponding models. Applicating the multiple-objective decision-making technique and considering the factors in the process of making bridge maintenance plan, it established the 0-1 multiple-objective linear programming model which could be used for distribution of bridge maintenance fund. With the help of genetic algorithms and GA programs, it worked out the optimum distribution of bridge maintenance fund.Using the example as study object, this paper demonstrated the application of multiple-objective decision-making method on bridge maintenance planning, and with the result, it proved the superiority of fuzzy nearness method on bridge load capacity evaluation and the feasibility of multiple-objective decision-making method on the distribution of bridge maintenance fund.
