【摘要】 运输业是基础产业,是国民经济发展的重要屏障。改革开放以来,我国经济进入快速发展时期,国力日益强盛,人民安居乐业,国家投巨资于交通基础设施建设,在全新的经济形势下我国各地的交通运输业又一次得到长足的发展。在这期间里,四川省交通运输业的市场规模不断扩大,旅客的构成、旅客运输经营结构亦发生了快速的变化,市场竞争机制日趋完善成熟。 但是随着四川省经济的不断发展,人们生活水平逐渐提高,四川省道路旅客运输业迅速发展,市场规模不断扩大,旅客构成、旅客运输经营结构的深刻变化。在不断的反复摸索中,运价的管理经历从政府严管到逐步放松的过程,其中价格政策对促进道路运输业的持续发展发挥了积极作用。然而伴随着宏观经济环境和市场供求关系的变化,四川省道路旅客运价管理在体制及机制方面面临一些新的问题。主要表现在,现行单一的价格形式体现不出优质优价的原则,不能满足目前运输行业日益细分的要求;运价管理权限较集中,手段相对落后;市场秩序不够规范,竞争规则不够健全等因素交错在一起,不利于四川省旅客道路运输业的健康快速发展。怎样才能让四川省道路旅客运价更加适应新形势下的市场需求? 本篇论文首先分析了目前四川省道路旅客运价存在的问题,然后对实际情况中所存在的问题进行研究后,采用定量分析与定性分析相结合的方法,提出了组合定价法。(即以合理成本为基础,综合考虑供求关系、运输对象负担能力、与其它运输方式的比价以及社会经济发展等因素,来确定道路旅客运输的基本运价的一种方法)。在调整后的运价体系中,进一步完善了现行的运价体系和运价结构,扩大了运输经营者自主权,增加了企业活力并协调与周边省市运价水平,同时还对现行的运价管理中存在的弊端提出了几点看法以及建议。调整后的运价弥补了现行运价的一些不足之处,更适合目前四川省道路客运市场的现状及发展趋势。更多还原

【Abstract】 Traffic and transportation is a kind of basic industry and is the important safeguard of national. With the development of reform and opening police, Chinese economy has entered a new era of rapid growth which registers as the stronger national power, the better living condition of the people. Chinese government has invested large funds in the construction of traffic base installation and the traffic trade makes another quiet great progress in our country from coast to coast. In this period, the market scale of traffic trade in Sichuan province has continuously expanded, and the constitute and the traffic management structure of passengers also have a quickly change. Thus, the competition in the market is becoming more and more mature and cruel.Yet, with the development of the economy in Sichuan and the improvement of people’s living conditions, the rapid development of passenger traffic trade, the continuous expansion of market scales, the profound change in passenger constitute and passenger management structure. In the iterative and perpetual quests, the management of traffic price experiences the transition from strict government regulation to the gradual looseness. In this transition, the Price Police played a positive role in promoting the roadway traffic trade. However, with the environment of macro economic system and the change of relation of market supply and demand, there arise some new problems in mechanism of roadway traffic price management in Sichuan province. These problems mainly focus on the single price form cannot embody the principle of good quality and low price, thus cannot satisfy the more and more fine sorted requirements by traffic trade. The authority of price management is relatively centralized and the means are relatively fall behind. The compound disadvantages including the not canonical market order and the not complete competitive regulation, are deleterious to the rapid development of Sichuan tourist industry. How to make the price of Sichuan’s roadway passenger be more suitable tothe market demands of new situation.This essay analyses the current problems of Sichuan’s roadway passenger price firstly, then combine the quantitative analysis method and qualitative analysis to put up compound fixing prices method after making research on the practical problems. In the post-adjustment price management system, further complete the current traffic price system and traffic price structure, expand the autonomy in operation, increase the vitality of enterprise and put up some viewpoints and instructions according to the current traffic price management. After adjustment, the traffic price make up for a deficiency current traffic price, and is more suitable to the current market condition and the development trend of roadway passenger transport market in Sichuan province.更多还原
