【摘要】 随着加入WTO,经济全球化的加速发展,我国政府管理面临着巨大的压力。为了迎接挑战,深化行政体制改革,不仅要求我们加快转变政府职能,同时也要求我们改善政府管理方式,提高政府绩效。政府绩效管理作为一种评价和改进政府绩效的管理实用工具,在现代公共管理活动中发挥着越来越重要的作用,对提高政府效能具有重要的意义。实行政府绩效管理已经成为当今行政改革的大趋势。因此,对政府绩效管理进行研究,确有其现实的必要性。 政府绩效管理既是行政管理研究的热点问题,也是个难点问题。本文力图对政府绩效管理进行初步的探讨。本文从政府绩效管理及绩效评估的内涵入手,阐述了政府绩效管理的意义、绩效评估的标准及价值取向;对政府绩效管理在西方的历史和现状进行了概述,并分析了西方政府绩效管理的特点;就政府绩效管理的困境进行了分析,并有针对性地提出了改进策略;在论述了我国政府绩效管理的必要性、探索及存在的问题的基础上,阐述了如何构建我国的政府绩效管理体系的设想,认为应该包括确立构建原则、制度平台及评估体系,最后提出了我国政府绩效管理的推行策略。更多还原

【Abstract】 As joining WTO, the development with higher speed of the economic globalization, government management of our country faces the enormous pressure. In order to meet challenge, deepen the administrative system reform, it not only requires us to accelerate changing government’s function, but also require us to improve the government management style to improve government management level. Performance management of government as a kind of utilitarian management tool of evaluating and improving government performance, playing an more and more important role in modern public management activity, have important meanings in improving government’s performance. Implementing performance management of government has already become the main trend of the administrative reform nowadays. So, research on performance management of government really has its realistic necessities.Performance management of the government is a hot question studied in administration, and is a difficult question too. This text tries hard to carry on tentative research on performance management of government. This text proceeds with intension of government performance management of government and performance evaluation, has explained meaning of performance management of government, standard and value orientation of performance evaluation; has summered history and current situation of performance management of government in the West, and has analyzed the characteristic of performance management of government in the West; has analyzed predicament of performance management of government, and expounded improvement tactics pointedly; On the basis of discussing the necessity, research and existing problems of implementing performance management of our government, has explained how to structure the performance administrative system of our government , think that it should include structure principle , system platform and evaluation system, put forward implementing tactics of the performance management of our government finally.更多还原
