武器装备生产能力测算系统的设计

【摘要】 武器装备是战争的物质基础, 尤其是现代高技术战争的突然性和高消耗率、高战损率, 以及现代化武器装备的制造周期长、成本高、换代快的特点, 不可能象过去那样长期存储大批的武器装备及备件, 同时受市场因素的影响, 军工生产企业不断的转型, 扩大或缩小某种武器装备的生产, 其生产能力到底有多少, 应付突发订货的能力有多大, 是否能够满足战时的订购要求, 如何组织订货? 等一系列的问题是摆在我们面前的急需要解决的问题。本文针对上述问题, 系统地分析了战时武器装备生产会遇到的问题, 建立了相应的数学模型和数据采集方法, 通过对小到单一零件, 大到复杂系统的武器装备的生产数据的分析测算, 计算出战时各种情况下武器装备生产的周期, 并给出制约生产的瓶颈和解决措施, 能够有效地指导战时生产,并为统帅机关的决策提供数据支持。
【Abstract】 The high technology modern war have these characteristics: emergentness , high consumption rate and high rate of damage. So the problem is the production of modern weaponry need long produce period , high expenditure and high rapid replacement. This paper analyse the difficult condition of current weaponry production and wartime emergency order problems that can be met. In order to know the real productivity of the war industry enterprise and the ability to dealing with emergency order .Whether the enterprise can satisfy the order of wartime . How to solve a series of problems such as emergency order. Here have sumed up 10 kinds of basically order pattern: (1) In certain time, the number of certain equipment production. Where is the restrict narrow mouth? How to deal with it? (2) How long the producing time needed by a certain quantity of certain equipment? Where is the restrict narrow mouth? How to deal with it? (3) Where is the restrict narrow mouth for certain time consummately a certain quantity of certain equipment ? How to deal with it ? (4) The time needed for order a certain quantity of certain entire vehicle ( system ) and a certain quantity of parts of this vehicle in same time. Where is the restrict narrow mouth ?How to deal with it ? (5) In certain time product the parts of a certain quantity (unitary manufacturer production ).Where is the restrict narrow mouth ?How to deal with it ? (6) The time needed for producing a certain quantity of parts that ordered( unitary anufacturer production) .Where is the restrict narrow mouth ?How to deal with it ? (7) The time needed for producing a certain quantity of parts that ordered ( multi-manufacturer production ) .Where is the restrict narrow mouth?How to deal with it ? (8) Under the normally condition of producing, suddenly, increase similar product quantity order , calculate the needed time for producing .Where is the restrict narrow mouth?How to deal with it ? (9) In certain time produce a certain quantity of certain productcan still produce how many other type products. (10) The account time of produce a certain quantity of certain procuction and a certain quantity of other procuction . This paper have established corresponding mathematics model and data collection method .Have drawn up the software " Wartime emergency productivity calculate and estimate system" .By analysis the production data that from single part to the whole complex system of the weaponry, calculated the period of weaponry production by various conditions in wartime. And point out the bottleneck of restrict the production and give out the solutions.Can guide wartime production efficiently ,and offer data support to the captain department . This software has following function and characteristic: 1.The content of database entirely .By different calculate and estimate needs to gather following data: base number of vehicle , picture number , name , equipment , technology , technical ability,process man-hour,assemble man-hour,bench test man-hour, equipment name(Crucial equipment, key equipment, detection equipment and test equipment),human resource(the disposition ofsignificant process people,operator, technical people and reserve strength),technology route and produce technology of every significant link,the supply period of raw material,the product name of a grading kit,first supply time,first supply quantity,batch time interval ,batch quantity interval,supply in one year ability and so on. By further development,can realize information automatic and real time efficient share between all people who need to know related equipment information. Can make accurate and consistent understanding with the system and outside environment.Through distributed describe of the production,can share the information of the system. 2.Powerful operational function.Can calculate and estimate the productivity in various order condition.Analyse produce narrow mouth and queue up order according to the harsh level.Through producing dynamic statistical analysis,discover problem in time,give advanced warning. Through more rapid time and more parallel work,more compact decision period we can reduced the workload and the cost that handled for the problem of later stage purchasing period,make notable improvement in the course of purchasing.3.Mathematics model is reasonable , has full and accurate data. Testified by reasonable test ,the result of the test coincide basically with the reality experience worth, can well offer the foundation need for equipment purchase decision and guarantee scheme establishment. Carry out more accurate assessment for design,production,use and guarantee scheme etc in the early stage of the purchase period.Make the decision have more information basis and reduce risk. The further development direction of software is based on imitate purchase and E-business application.This software is a basic platform, except achieve the above basic skill , through unified data standard and improve the systematic link , the software can also consummately following function with other system: 1.Measure data count as one of the gist that appraisement the qualified provider.Strengthen the equipment purchase contract management. 2.Offer data support to the equip comprehensive guarantee intelligent decision support system ( IDSS ). 3.Through raising weaponry mobilize ability improve thedefence mobilize ability. 4.Offer support to the system of the national defence purchase budget.Make each systematic expenditure cost lower,and then make purchase total expenditure get systematicness optimization.
