【摘要】 本文运用信息经济学的基本原理,在吸收区域经济学、产业经济学、发展经济学等相关学科研究成果的基础上,以2003年度为测算年度,运用《国家信息化指标体系方案》,进行了延边地区信息化指标的测算,并从中找出存在问题,提出了延边地区信息化发展策略相关的几方面建议。 本文由以下五部分组成: 第一部分:即绪论部分,主要介绍了本课题的研究背景、研究问题、基本内容及其创新之处,包括研究方法和遗留问题的介绍。它主要是对本文的框架性的介绍,为进入主题建立基础背景。 第二部分:从社会信息化的内涵与信息社会的特征入手,通过社会信息化的内涵分析,揭示了信息社会的特征,为下面的分析奠定了研究方向。重点介绍了信息化的发展过程(即从信息产业化到产业信息化,再到生活信息化,最后社会信息化),以及这一划分法对于一个国家和地区确定自己在全球信息化浪潮中的位置,从而制定正确的信息化战略所具有的指导意义。 第三部分:进行了社会信息化测度理论与方法的研究。在这一部分从国外典型的信息化测度研究着手,对我国信息化测度研究过程和所采取的各类方法进行比较分析。重点介绍了2001年7月29日发布的《国家信息化指标体系方案》,以及它的测量计算方法。这一部分是本课题研究的理论基础和依据。 第四部分:以第三部分的理论和《国家信息化指标体系方案》为基础,对延边地区社会信息化进行了实证分析。分析主要分两部分:其一为2004年度延边地区信息化发展现状以及延边地区发展信息化方面潜在的优势分析,主要采取静态的定性与定量相结合的分析;其二,1999—2003年期间,延边地区信息化发展的动态分析及与吉林省同期发展的对比分析。更多还原

【Abstract】 The paper applies the basic principle of informational economics, after absorbing the research achievement of related subjects, such as: regional economics, industrial economics, developing economics, with the year 2003 as the year for measurement and calculation, it applies 《The Plan of National Informational Target System》 , and the paper measures and calculates informational target in Yanbian Area , finds out its problems, then puts forward some related suggestion of informational development steps in Yanbian Area.The paper consists of Five Parts.Part One: Introduction, mainly introduces the research background, research problems, the main contents and creative points of the paper, including the introduction of research methods and left-over problems. It is to introduce the structure of the paper and to form the basis in order to step into the theme.Part Two: Starting with connotation of social information and the characteristics of informational society, by analyzing the connotation of social information, it reveals the characteristics of informational society, in order to form the research direction for the following analysis. It mainly introduces the process of informational development (that is, from informational industry to industrial information, to life information, at last to social information) and it also introduces some guiding significance this kind of division has for a country and area to determine its position in global information tide and to form the correct informational target.Part Three: Starting with the research of typical informational measurement from foreign countries, compared with the research process of informational measurement and different methods we have used in China, it does the research of theory and methods in social informational measurement. It mainly introduces 《The Plan of National Informational Target System》 issued in July 29,2001 and its measurements methods. This part is the theoretical basis of the paper.Part Four: Based on the theory of Part Three and 《The Plan of NationalInformational Target System》 , it does the authentic analysis of social information in Yanbian Area. The analysis mainly introduces two smaller parts :1.analyzing the informational development condition and the potential advantages in Yanbian Area in 2004, mainly using the combination of qualitative analysis with quantitative analysis in static state.2.during 1993-2003, analyzing the informational development in Yanbian Area and comparing it with the development of the same period in Jilin Province in dynamic state. With the year 2003 for measurement and calculation, the paper compares social informational targets in Yanbian Area with the targets in Jilin province of the same period. According to the above analysis, try to form and make perfect the statistical system that is related to informational target system.Part Five: Summing up the above analysis, it puts forward some suggestion for developing social information in Yanbian Area, in order to accelerate informational industrial development (mainly in content service), social informational development (mainly in electronic government affairs) and other industrial development (the application of informational technology).Conclusion: This part summarizes the whole paper. The purpose of the research is to promote the social informational development in Yanbian Area. We hope informational development brings along regional development, and regional development promotes informational development.更多还原
