基于GIS和数据库技术的洪水灾害信息系统研究

【副题名】以渭河洪水模拟系统为例
【摘要】 本研究课题源自陕西省科委重点项目(项目编号2003K12-G5)“渭河流域综合治理战略研究”的子课题——“三门峡库区淤积致使渭河河口淤积抬高对渭河河流水文特征的影响以及渭河中下游平原洪水淹没的模拟研究”。拟采用前沿的WebGIS、虚拟GIS技术,结合SQL Sever、VC++、OpenGL等专业化的计算机编程和数据库技术,在深入研究水文模型、洪水淹没范围计算、洪水淹没场景模拟等专业模型库的基础上,探讨建立具有查询、显示和模拟功能的洪灾信息系统的设计思路。并以渭河中下游流域作为系统原型测试的验证实例,详细介绍了渭河洪水模拟系统的总体设计、主要技术、数据库设计和功能设计,从而为该系统的成功运行打下了坚实的基础。首先,本文明确了构建洪灾信息系统的主要技术框架,即:GIS技术、数据库技术和水文专业模型设计三个主要方面。其次,从这三方面分别研究了其具体涉及的概念和理论方法以及在洪灾分析中的具体应用,丰富了洪灾信息系统研究的理论与方法。最后,将以上技术方法成功运用到渭河洪水模拟系统。该洪灾模拟系统实现体系的建立,使水利防汛系统的功能得到了进一步的完善,为防汛部门制定科学、高效、自动化的防灾救灾决策提供了一定科学依据。
【Abstract】 The title of research come from key item of Shannxi province science committee (serial number 2003K12-G5) "Simulation research on floodwater and hydrics diagnostic influence of middle or lower reaches of Weihe plain based on San Menxia waterhouse filling up to make frith of Weihe running up" is one of item of "Tactic researchon general programming of Weihe". Based on lucubrating hydrics model、 calculating floodrange and simulating flood scence, Planning to adopt WebGIS、 Virtual GIS, to unite SQL Sever、 VC++、 OpenGL specialized computer techinc and discussing plan thought of flood information system with function of query、 display and simulation. Besides, taking middle or lower reaches of Weihe plain as validate instance of prototype testing to introduce general design、 key technic、 database and function design in detail, In order to build up firm foundation on succeed running of system. Firstly, the main technic. structure of building flood information system has been ascertained in this dissertation, namely, GIS 、 database and hydrics model of three important aspects. Secondly, the theory、 techniques and flood analyzed application about system building has been discussed respectively. This will make deep and positive influence on developing the theory of flood information system research. Finally, the above mentioned theory and techniques were used to establish flood simulated system of Weihe, which will make irrigation works flood prevention system perfecter and provide science foundation to flood prevention department to institute scientific、 effective and roboticized decision on preventing or rescuing disaster.
