【摘要】 为了有针对性地解决我国民营企业的融资问题,提出解决民营企业融资问题的对策,本文首先阐述了课题背景及意义,并结合企业融资的基本理论,分析了我国民营企业融资问题的现状,然后从现状出发,从经济学角度、宏观经济政策导向、企业自身、金融等方面对我国民营企业融资存在的问题进行了多角度分析。提出的解决融资问题建议的基本立足点在于缓解民营企业的融资缺口。主要包括以下几个方面:政府在解决民营企业融资问题的过程中应当发挥政策导向和立法的积极作用。民营企业应充分运用内源融资渠道。解决民营企业直接融资问题的对策主要有:政府应该完善现有的直接融资渠道,鼓励建立风险基金和风险投资公司;民营企业可以引用资产证券化或者积极利用典当融资。如何解决民营企业间接融资问题?政府可以进行国有商业银行改革,大力发展中小金融机构,加快建立和完善民营企业信用担保体系,提升民营企业的信用能力。我国应该借鉴发达国家支持民营企业融资的先进经验,建立起有效的、符合我国国情的、能够满足民营企业融资需求的融资途径。上述研究,在我国经济正处于体制转轨阶段、资本市场亟待发育完善、社会主义市场经济理论体系尚待建立、完善的今天,具有较强的实践指导意义。更多还原

【Abstract】 In order to solve the financing problem of our nation’s private enterprise directly, at first the paper formulated the background and significance of the study, and associated the basic theory of enterprise financing, analyzed the existing financing condition of our nation’s private enterprise. After that, from the present condition, the paper made the multi-angle analyses to the problems from economics, macroscopic economic policy guide, the enterprise itself and financing. The basic standpoint of the suggestion that solve the financing problem was to allay the financing dilemma. The following aspects were included: the government should do good work in policy guide and lawmaking. Private enterprise should use the internal financing affectively. The paper also give some advises to develop the direct financing: the government should perfect the present direct financing, encourage the risk fund and risk invest company; private enterprise may use assets securitization and mortgage financing actively. How to develop the indirect financing? The government should reform the regime of state commercial bank, develop small-and-medium-sized financing institution, found and perfect the private enterprise credit guarantee system and improve the private enterprise credit ability. We should draw lessons that support private enterprise financing from the developed countries, finally to found a financing support system that accord with our nation’s situation. Today, when Chinese economy is being the phases of system shunting, the capital market needs to be fostered and perfected urgently, and the theoretical system of the socialist market economy has not been constituted and perfected, this study has strongly practical guide meaning.更多还原
