【摘要】 在过去的二十年时间里,科学技术的进步以及世界经济、政治的巨大变化,都导致了跨国企业间、跨国企业与东道国企业间关系的调整。更为一般的情况是由以前的竞争转为更多的合作,企业间加强了联系。以此,本文提出了一条利用跨国企业直接投资促进本国产业发展及培育本国企业的途径。即,最初的外国直接投资产生了对当地供应商中间投入品的需要,通过促进后向联系,提高了当地供应商的产品质量、生产率和产品的多元化。越来越多的本地企业进入该中间品行业向跨国企业提供零部件或装配服务。这些零部件和其它中间产品的增长以及生产率的提高反过来又向最终产品生产者产生了前向联系,导致更多的跨国企业和本地企业加入到该产业中来。然后开始第二轮的后向联系和前向联系,从而进入一个积累性因果循环。而在某些领域,本地企业甚至最终替代了最初进入的跨国企业。而在这条发展途径中,促进跨国企业与本地企业的联系就成为关键,这些联系涉及技术、信息、技能、诀窍、人力资源、资金等方面。在促进联系方面,跨国企业、东道国政府、母国政府以及东道国本地企业都发挥着重要的作用。更多还原

【Abstract】 During the past 20 years, the progress of science and technology and the enormous changes of the international economy, politics has caused the adjustment of the relationship between transnational enterprises and host countries’enterprises and the relationship among transnational enterprises. There are more cooperation and connections than before. So, this article puts forward a way of utilizing transnational enterprise’s direct investment to bring to an advance in national industry and foster national enterprises. Namely, the initial foreign direct investment produces the requirements for input among the suppliers of locality, and improves the quality, productivity of their product. More and more local enterprises enter this middle industry and offer the spare part or assembling service to transnational enterprises. Through promoting the linkages between transnational enterprises and the suppliers, more advanced spare part and service of middle industry cause more transnational enterprises and local enterprises to join in this industry. Then, the second round begins and enters a circulation of cumulative causation. Finally, local enterprises even can substitute transnational enterprises entered at first in some area. In this way, promoting the linkages between local enterprises and transnational enterprise, include the linkages of technology, information, know-how, human resources and finance is the key. And transnational enterprise, host country’s government, home country’s government and local enterprise of host country are all playing an important role.更多还原
