【摘要】 进入21 世纪以来,国际资本正以惊人的速度大量涌入中国,中国作为跨国投资的东道国吸引力越来越强。但外商在我国投资的区域分布很不均衡,无论用存量还是流量指标衡量,东部地区在利用外商直接投资的数量上都占有绝对优势,中部地区较少,西部地区利用外商直接投资更少。很显然,不同地区吸引外商直接投资的差异是由于不同地区不同的投资环境造成的。从广义上来讲,区域投资环境是指一个地区或经济体在一定时期内拥有的对投资活动有影响的各种因素和条件的综合系统。区域投资环境内容复杂,构成要素众多,几乎包括一个地区的所有情况。当前国内外引资竞争日趋激烈,其中,投资环境的竞争已成为引资竞争的关键,投资环境的持续改善备受各国政府的高度关注。实际上,我们可以把一个地区利用外商直接投资看成是该地区投资环境所有因素的函数。那么,为什么我国的不同地区吸引的外商投资会有那么大的差距?我国不同地区对外商直接投资的吸引力的差距到底有多大?更进一步,怎样改善投资环境,才能吸引更多的外商投资,促进地区经济的发展?这是需要我们认真研究的重大课题。本文尝试构建一个完善的、稳定的投资环境综合评价体系来评价国内区域(以城市为对象)的外商投资环境。首先对投资环境评价理论及方法的相关文献作了较充分的综述和评价。构建了一个6 维28 个操作指标的投资环境综合评价体系,涵盖了市场容量、人力资源、政府施政、基础设施、生活环境、资讯技术6 个方面的内容。然后选择了全国236 个地级以上城市作为实证样本并搜集操作指标所需的数据。采用SPSS11.0 对指标进行因子分析,根据因子分析所得公因子和权重进行计算,得到我国城市地级以上城市的投资环境评价结果并进行了排序和重点评价。然后根据文献及经验,又提出了一个投资环境与经济发展以及吸引FDI 能力的关系模型,采用AMOS4.0 软件,运用结构方程方法并采用AMOS 软件对其进行检验,验证了二者之间确实存在着内在的关系,从而也证实了本文提出的投资环境评价指标体系的有效性、适用性。更多还原

【Abstract】 The international capital flows in China stupendously in 21 century, and as a host country of multinational invests China becomes more and more attractive. But the distribution of FDI in China is unbalanced. The east China has absorbed absolutely most of FDI flowing in China when middle and west China get a tiny part of the whole FDI. Apparently, the difference of FDI absorbed ascribes to the difference of investment climate. Generally, the region’s investment climate is an integrated system which composes of all factors and conditions that influence the investment activity in a region or an economic entity in a period of time. It’s complex and includes almost all things of a region. Currently, the competition of absorbing FDI gets more and more drastic all over the world while the competition of investment climate is becoming the key. So government of every country makes a point of improving investment climate. Actually, we can regard a region’s FDI as a function of all factors of the different region’s investment climate. So why there are tremendous differences among region’s FDI of China? How are the differences among different region’s attraction of FDI? Further, how to improving the investment climate can make absorbing FDI easily and promote region’s economy. I try to constructs an integrated and steady general evaluation system which is used to evaluate the investment climate of FDI. Firstly, I summarized and appraised related literatures, constructed a general evaluation system of investment climate, which included 28 indexes. And it composes six aspects of market, human resource, government power, infrastructure, habitation and Information technology. Then choose 236 cities as stylebooks and collect needed data. Using factor analysis I analyzed the indexes and data, and computed the scores of cities’investment climate. I gave a relation model between investment climate and economy based on literatures and experience. Then I validated the availability of the model using SEM(structural equation model ) and validated the applicability of the evaluation system of investment climate accordingly.更多还原
