【摘要】 国家政治稳定、社会和谐发展、人民根本利益的实现,都离不开公共事务管理中的公民参与。当前,我国基层公民参与尤其是城市街道办事处运行中的公民参与,还存在着诸多问题。客观分析这些问题产生的深层次根源,探索有效解决这些问题的基本对策,是公共事务管理领域一个十分重要的理论和实践问题。 文章以苏州市观前街道为个案,全面剖析了我国基层社会公共事务管理中公民参与存在的问题,阐明了制约基层公民参与扩大的现实因素。在此基础上,文章结合治理与善治的理论、新公共服务理论,从两个不同角度提出了完善街道办事处运行中公民参与的现实路径。本文认为,不仅要从街道办事处运行中的决策形成、决策执行、绩效评估三个具体环节入手,还要通过培养公民参与意识、提高公民参与能力、畅通公民参与渠道和健全公民参与的法律制度,从整体上完善街道办事处运行中的公民参与。 完善街道办事处运行中的公民参与,是一项系统工程,两个方面路径互相联系,相辅相成,不可或缺。要有效解决基层公民参与问题,还需要继续探讨加强街道办事处层次“电子政府”的建设,加快社会中介组织的发展,有效发挥政府在完善公民参与中的主导地位,等等。更多还原

【Abstract】 The citizen participation in the public affairs management field is relevant to the political stability, social harmony and the realization of people’s fundamental interest. Currently, there exist lots of problems in local citizen participation especially in sub-district offices. Objectively analyzing the reasons and exploring the measures is an important theoretical and practical problem in the public affairs management field.This paper, using Guanqian sub-district offices in Suzhou as the case, analyzes the existing problems in the public affairs management field and points out the restraining factors. In addition, with the governance and good governance theory and the new public service theory, this paper puts forward some practical means from two angles: not only to enhance citizen participation in the courses of decision-making, executing and evaluating; but also enhance citizen participation on the whole by cultivating participation consciousness, strengthening participation ability, smoothing participation channels and integrating participation rules and regulations.It is a systematic program to improve citizen participation in sub-district offices. The two aspects are interrelated and indispensable. To solve this problem effectively, there are also a lot of problems to be discussed in the future, such as: constructing the electronic governments in the sub-district offices, stimulating the agencies’ development and unearthing the governments’ guiding role in improving citizen participation.更多还原
