【摘要】 当代中国城乡卫生资源配置面临的主要伦理困境就在于卫生资源配置过程中公平与效率的矛盾性。人们对公平的漠视和对效率的过度追求,导致卫生资源过多的流向了城市。论文对当前我国城乡卫生资源配置中存在的伦理困境及其产生原因进行系统的分析和思考,并尝试性的提出摆脱城乡卫生资源配置伦理困境的对策。构建公平优先的价值坐标,实现伦理与制度的双重制约,是摆脱城乡卫生资源配置伦理困境的基本对策。构建城乡伦理共同体,在全社会形成新的道德共识,实现公平与效率的整合,是卫生资源合理配置的伦理路径;建立完善的医疗保障制度,实施科学的区域卫生规划,切实实现卫生政策向农村的倾斜,是卫生资源公平配置的制度保障。更多还原

【Abstract】 The present major ethics predicament that the Chinese health resource allocation between city and country lies in the equity contradictoryness with efficiency in health resource disposition process. People with equity ignore and the excessive pursue of efficiency, cause too much health resource flow in to the city. This paper exists in the current health resource disposition of our country ethics predicament and it produces reason, then carrying out systematic analysis and thought, and tries to put forward the countermeasures to get rid of the ethics predicament of the health resources allocation between city and country. Found fair prior value coordinate, realized the double restriction of system and ethics, is the basic countermeasure to get rid of the ethics predicament of health resource allocation between city and country. Found the ethics community of city and country, formed new morals common recognition in whole society, realized the suit of equity with efficiency, are the ethics routes of health resource reasonable disposition; established perfect medical guarantee system, the regional sanitary program of scientific enforcement, and practical realization sanitary policy to rural incline, is the system guarantee of health resource fair disposition.更多还原
