基于地理信息的企业安全监控MIS的研究

【摘要】 现代科学技术和工业生产的迅猛发展在为人类提供丰富多彩的物质生活条件的同时,也隐藏着各种危险、危害因素,重大恶性事故时有发生。而要扼制企业事故的发生,必须控制危险源和事故隐患。在企业的日常生产中,危险源和事故隐患的风险信息随着时间的变化、设备的更新和周围环境的改变在不断地发生变化,为有效实施对企业危险源和事故隐患的预见性辨识和风险监控并抑制事故发生,安全管理的核心必须转向对安全信息的预先掌握,实现事前预防,因此构建基于地理信息的企业安全监控管理信息系统(MIS:Management Information System),实现企业安全监控管理信息(如危险源所在的地理位置、周围环境、随时间发生的变化等时空信息)的收集、传递、存储、加工、使用等的系统化、规范化和科学化,并根据已有的安全管理信息预测企业安全生产的未来发展趋势,及时采取有效的监控措施,扼制事故的发生,为企业的生产经营服务已经成为企业安全管理的必然发展趋势。如何有效地在结合地理信息的基础上,构建企业安全监控管理信息系统(MIS),目前国内外没有明确的文献报道和统一的标准。本论文试图在前人研究的成果基础上,结合地理信息,明确相关概念,实现企业重大危险源、危险源和事故隐患的普查辨识、分析评价、监督控制和应急管理的系统化、程序化和科学化;以企业危化品气体泄漏事故为例,建立事故模拟模型,实现企业事故的计算机模拟分析;进而构建企业安全监控管理信息系统的框架、流程;研究开发基于地理信息的企业安全监控管理信息系统的程序软件,为企业的安全管理服务。(1)论文对目前国内外企业安全管理的发展和地理信息在企业安全管理中的应用的现状,以及相关的法律、法规和科学研究作一综述,并尝试性地在引入地理信息的基础上,构建了企业安全监控管理信息系统的框架流程。着重对企业重大危险源、危险源(事故隐患)的普查、辨识、评价和监控的手段和方法进行了探讨。(2)将地理信息与企业重大危险源、危险源和事故隐患的监控管理有效地结合起来,研究开发了基于地理信息的企业安全监控管理信息系统,该系统可为企
【Abstract】 With the rapid development of the modern technology and the manufacture of the industry, which supplies the abundant consumer goods for human beings, the great injury accidents are happening every now and then. To hold back the accidents,the hazard sources and the accident hidden troubles consist in enterprises must be controlled. In the daily manufacture of the enterprises,the hazard information about the hazard sources and the accident hidden troubles is changing along with the time, the update of the equipment and the transform of the environment etc. To be beforehand in distinguishing and monitoring the hazard sources and the accident hidden troubles effectively and guarding against the accidents,the emphasis of the safety management must be transferred to the advance mastery of the safety information. it is imperative to construct the effective enterprise safety monitoring management information system(MIS). Which can collect, transfer, memory, process the safety monitoring management information in enterprises, forecast the developing current of the safety management in the future based on existing information,control the accidents and give service to the line operation of the enterprises. So far, no explicit documents and centralized standards have been found on how to effectively construct enterprise safety monitoring management information system based on geography information. The question for discussion of this paper is to confirm explicit concept, simulate and analyze the chemical gas leaking accident and construct the frame, the technology process and the program of enterprise safety monitoring management information system based on geography information. (1)In this paper, a review about the development of the enterprise safety management,the usage of the geography information in safety management,correlative laws, codes and science studies in home and abroad was finished. A new idea of how to establish the frame, the process and the program of the enterprise safety monitoring management information system based on geography information was put forward. In this paper,the definitions,the classification,the confirmation of the critical value and the measures of general investigation of the major hazard sources, the hazard sources and the accident hidden troubles were put forward based on the previous work. (2)The farm, the technological process and the program of the enterprise safety monitoring management information system based on geography information was set up. And the information in the program about the distribution and monitoring management of the hazard sources and the accident hidden troubles, such as the name, location, characteristic, accident classification of the hazard sources and the accident hidden troubles, the direction and the bound of the dangerous gas leaking accident,preventive measures and the emergency planning etc., can be appended,demanded and amended. (3)A dynamic simulate model was carried out, which can simulate the direction and the effect of a gas leak accident in different condition. (4)The different distinguishing,monitoring and checking instruments were designed and improved on, such as the Hazard Source Cautioning Card, the Accident Hidden Trouble Monitoring Card, the Post-Safety Checking and Reminding Card, the Safety Checking List and the Toxicants and Noxious Substance Information Card. It is an availability attempt to construct enterprise safety monitoring management information system based on geography information, which provide a new idea for the enterprise safety monitoring management.
