【摘要】 上个世纪的最后20年里温州私营经济异军突起,率先突破政治体制约束探索市场化道路,并引领整个区域经济走向高速增长,这一过程被人们称为“温州模式”。然而,随着外界条件的变化,温州私营经济可供利用的政策落差优势已然消失殆尽,变化了的经济环境使得旧经济发展模式中的一系列特点成为私营经济发展的瓶颈,在新世纪里,“温州模式”后的温州私营经济发展何去何从成为了理论界热烈探讨的新话题。本文在梳理和归纳理论界现有的研究成果的基础上,联系历史,结合实际,对温州私营经济发展新模式进行了研究论证。主要内容有:首先,阐明了研究温州私营经济发展新模式的重大意义,界定了私营经济概念及其相关范畴;其次,对私营经济发展模式进行了理论分析,通过对经济模式概念的探讨,对“温州模式”的回顾和对温州私营经济新模式产生的必要性的考察,研究了温州私营经济发展新模式的内涵、主要特征和发展框架,把私营企业组织形式的转化、私营企业规模经济的实现、私营企业技术创新视为温州私营经济发展新模式的三个内源支持,把金融安排的变化、政府行为创新看作是温州私营经济发展新模式的两个外部环境支撑。再次,分别研究了温州私营经济发展中私营企业组织形式的转化、私营企业规模经济的实现途径、私营企业技术创新、温州金融安排的变化、温州地方政府的行为创新等方面。更多还原

【Abstract】 The last 20 years of 20th century, privately run economy in Wen Zhou played a brilliant role, it took the lead in breaking through the restriction of politics system, exploring the road of market economy, and leading the economy of whole region to a fast-growing state. This is called "Mode of Wen Zhou" . However, as conditions have been changed, the advantages of disparity in political system which Wen Zhou used to hold have faded away. The new conditions make some of limitations of "Mode of Wen Zhou" become a big obstacle to the growth of privately run economy. Nowadays, the questions how will the privately run economy develop become a pop topic in theory areas. On this research, I combed and studied plenty of results of correlative researches, based on this, I discussed the new development mode of privately run economy in Wen Zhou. The main contents as follows. Firstly, I illuminated the significance for new development mode of privately run economy in Wen Zhou and clarified the concept of privately run economy. Secondly, I analyzed the new development mode of privately run economy in Wen Zhou and tried to make clear its meanings, characters and frame by discussing its concept, reviewing "Mode of Wen Zhou" and studying its inevitability ofemergence. Then I regarded the privately run firms’ transformation of organization quomodo, gaining of scale economy and innovation of technology as three of inside sustainments of this new development mode. Also I regarded the change of finance arrangements and the innovation of government behaviors as two of outside sustainments of it. Lastly, I studied the following contents respectively. 1. How do the privately run firms transform its organization quomodo? 2. How do the privately run firms gain scale economy? 3. How do the privately run firms get innovation in technology? 4.
