【摘要】 当前实施的农业结构调整战略,是农业增效、农民增收和农村经济发展的根本出路。它不仅能提高农业生产效率,增加农民收入,促进农业科技的推广应用,提高农产品的竞争力,而且能促进农村剩余劳动力的转移,优化农村就业结构,加快城乡统筹发展的步伐。然而,山东农业结构调整的实践经验表明,资金短缺问题已严重制约了山东省农业结构调整的步伐。一般而言,对农业的资金投入主要包括政府财政支农支出、农民自我投入和金融信贷资金。但随着我国市场经济体制的建立和完善,今后政府作为投入主体在微观层面的作用将进一步逐渐减弱,农户也因受收入等因素的影响,自身积累能力较低,对农业的投入短期内不会有很大的改变。因此,金融支持自然成为满足农业结构调整资金需求和金融服务的必然选择。但是,近年来,随着金融体制改革不断深化,农业银行为追求自身利润最大化而大量地撤并在农村的经营网点;农业发展银行的业务逐渐萎缩,功能比较单一;农村信用社商业化经营倾向严重,服务功能不完善;农业保险和农村资本市场发展滞后等,造成广大农村地区金融供给主体单一,金融服务和金融产品供给缺乏,根本无法满足山东农业结构调整对农村金融提出的要求。因此,今后必须进一步深化农村金融体制改革,加大金融支持山东省农业结构调整的力度。 本文在对山东省农业结构调整进行动态和静态分析的基础上,从分析山东省农业结构调整中的资金供求入手,指出金融支持是山东省农业结构调整的必然选择,并进一步分析了金融支持山东省农业结构调整存在的问题及原因,最后提出了相应的对策建议。 主要研究内容包括以下几个部分: 第一部分,引言。首先介绍了问题提出的依据和意义,其次介绍了本文研究的内容和采用的方法,以及研究的理论基础。 第二部分,动态和静态结合,对山东省农业结构调整进行了全面分析,为以下各部分的分析研究奠定基础。首先,对农业结构调整的内涵进行了界定;其次,动态考察了山东省农业结构调整的历史进程;第三,对山东更多还原

【Abstract】 The now-implementing strategy of adjustment of the agricultural structure is the basic exit to increase agriculture efficiency, to increase farmer’s income and promote the economic development of villages. It can not only raise the agriculture production efficiency, increase farmer’s income, promote technological expansion in agriculture and raise the competition ability of the agricultural product, but also promote the village surplus labor force transfer, optimize the village employment structure, accelerate the steps of the city and country orchestration. However, the experience fulfillment enunciation that the adjustment of Shandong agricultural structure shows the capital missing problem already hold back the step of the adjustment of Shandong province agricultural structure seriously. General speaking, the mainly funds devotion to agriculture includes the government public finance to pay the agriculture expenditure, the farmer ego devotion and finances to believe the loan funds. But along with the gradual establishment and perfection of the our country’s market economy system, the government conduct and actions devotion corpus will die down further and gradually in the function of tiny view from now on, peasant inside backlog ability is lower because of the factor being subjected to the income, the devotion to agriculture in short term will not change greatly. Therefore, finance support becomes inevitable choice to satisfy the funds need and finance service of the adjustment of agricultural structure naturally. But in recent years, with the continuously and deeply turn of financial system reform, the agriculture bank withdraws the management net in village in order to pursuit of its maximize profits; the development of agriculture bank to atrophy gradually and its function is too single; the commercial management of the village reputation agency seriously and its service function is not perfect; the development of the agricultural insurance and the village capital market slowly, result in thefinance of the large village region supply signally, the supply of finance serves and financial product are laciness, and it can’t satisfy the request to the village finance of the adjustment of Shandong agriculture structure basically. Therefore, from now we must turn the financial system of village reform further and deeply, and enlarge the strength of finance supports of the adjustment of Shandong province agricultural structure.This text is on the basic of analyzing of adjustment of Shandong province agricultural structure in dynamic state and static states, and from the analysis of funds supply commence of the adjustment of Shandong province agricultural structure, points out that financial support is the inevitable choice of the adjustment of Shandong province agricultural structure, and further analyzed the problems and reasons of finance support to the adjustment of Shandong province agricultural structure, then puts forward the homologous suggestions.The main research contents include following few parties:The first part is preface. It introduces the basis and meanings of the problem, points out the urgency and the importance to strengthen the finance support to the adjustment of Shandong province agricultural structure. Then, it introduced the research contents and methods of this text, and the theories foundation of the research.The second part analyzes the adjustment of Shandong province agricultural structure overall from dynamic state and static state, and lays the foundation for following research of each part. First, it defines the content of the adjustment of agricultural structure; second, it investigates the history progress of the adjustment of Shandong province agricultural structure in dynamic state; third, it compares the new adjustment of Shandong province agricultural structure with the former, and explicates the strategic meaning of it; forth, it analyzes the present condition of the adjustment of Shandongprovince agricultural structure in the static state, points out that although it has obtained a good result in the stage, it still needs to optimize all various of factors especially funds factor if it wants to be realized the strategic adjustment of the agricultural structure.The third part analyzes the funds supply and need conditions of the adjustment of Shandong province agricultural structure. It gets the conclusion that financial support is the inevitable choice of the adjustment of Shandong province agricultural structure by analyzing each of agriculture corpus devotion in character and quantity.The fourth part has argued that the financial support is the inevitable choice of the adjustment of Shandong province agricultural structure by analyzing the function of finance support in it and forecasting the future of financial action. Finally, it analyzes adjustment’s request to the financial support, and provides the basis for the further analysis of behind.The fifth part analyzes the problems and reasons of the finance support to the adjustment of Shandong province agricultural structure. First it analyzes the problems, include:Firstly, the total amount of finance supply is shortage, and it can’t satisfy the funds need of the adjustment of agricultural structure; Secondly, the structure of finance supply is not reasonable, and it affects the direct and promote function to optimize the agriculture structure; Thirdly, the financial service is single, it can’t adapt the agricultural structure adjustment’s diversify needs to financial service. Then, it analyzes the reasons of these problems from the financial need, finance supply and the exterior environment. It includes: information dissymmetry between the peasant household and the financing institution, high trade cost, bad ability of the mortgage guarantee; the increasing stroke category and risk degree in adjustment of agriculture structure; the regular village finance suppliers is single, and it has function blemish; the folks borrows lack of management; the reputation environmentand policy environment are not perfect, etc.The sixth part is the suggestion of the finance support of the adjustment of agricultural structure. First is to change the idea, strengthen the understanding, participate and push the adjustment of Shandong agricultural structure actively; second is to turn the financial system reform of village deeply, develop the capital market, expand the margin outlet and build up diversified village finance organization system; third is to perfect the compensates mechanism and risk guards from inside and outside; fourth is to improve the finance development environment by growing the good reputation environment, policy environment and charge environment; fifth is to definite the main points of finance support, and support the adjustment of agricultural structure validly.更多还原
