中国生态足迹的时间序列与地理分布

【摘要】 作为发展中的大国,中国上世纪80年代以来,经济成长速度举世瞩目。然而,发展过程也付出了沉重的代价:不仅耗用了大量的自然资源,而且生态环境遭到了很大破坏。显然,可持续发展作为一项重要的战略议程,已经是一个现实的具有挑战性的课题。为保证今后社会、经济健康持续发展中国必须考虑资源、环境等自然资本的供给与需求状况以期“量入为出”。 可持续发展作为一种全新的发展理念和模式当前已受到各国重视。考虑到可持续性指标体系是监测可持续性和制定可持续发展战略的基础,本文选择当前国际上比较流行的可持续发展量化指标生态足迹来研究中国发展模式的可持续状况。通过对中国1961-2001年生态足迹时间序列以及2001年横截面中国各省市自治区尘态足迹的计算分析和比较,深入剖析了中国消费对生态环境的影响、中国对自然资源的利用程度以及支持中国经济社会持续健康发展的生态承载能力。 根据研究结果,文章对中国发展模式、自然资本可持续利用问题、贸易等方面做了简要分析,并提出了一些相应的政策建议。
【Abstract】 As a great developing country, the speed of economic growth of China has been one of the most important attractions in the world since the 1980s’. During the process of rapid economic growth, however, China has cost more, not only in terms of resources depletion but also in terms of ecological deterioration. It is obvious that this pattern of development may face serious challenges in the long run. To ensure sustainable development in social and economic aspects, China has to pay more attention to preservation and protection of natural capitals such as resource, environment and proportion the expenses to the receipts.Most countries in the world are paying more and more attention to sustainable development, which is regarded as a new mode of development. With a view that sustainable indicators are essential for monitoring sustainability and sustainable policy-making, this paper adopts ecological footprint (EF) to probe into the sustainable situation of China’s ecological and social development. By calculating China EF in 1961-2001 and comparing results the calculation and comparison of results across provinces, it can provide useful insight into the ecological effects of human consumption, and the biological capacity to support the development of society and economy.Based on the results of this research, some policy suggestions are proposed on the mode of development, sustainable use of natural resources and trade policy.
