【副题名】以浙江省温州企业集群为例

【摘要】 企业集群是浙江省富有地方特色的经济形式,它的形成不仅大大地发挥了规模经济和范围经济的效益,也因此而产生了强大的溢出效应,极大地带动了周边地区乃至整个浙江省经济的蓬勃发展,使全省经济呈现出一派欣欣向荣的繁荣景象,展示出企业集群的神奇。温州的企业集群特别发达,并形成了独具特色的企业集群发展模式,被称为“温州模式”。企业集群经济的快速发展加快了农村小城镇建设的步伐,对解决农村就业转移农村剩余劳动力起到了至关重要的作用。本文研究的目的就是分析企业集群发展对农村剩余劳动力转移的效应和促进作用,探讨企业集群发展对农村剩余劳动转移的作用和意义,揭示农村剩余劳动力转移过程中的障碍,以提出相应的对策和建议。文章首先探讨了企业集群成长模式的一般机理,从供给条件和需求条件两个方面研究了产业集群产生的原因。温州是我国企业集群发展最活跃的地区之一,因此分析了温州企业集群的成长经历和竞争优势,以柳市的企业集群为对象进行了具体而有针对性的研究,从而能够使人们更深入地了解企业集群的成因。探讨企业集群与农村劳动力的转移的关系是研究的重点,研究发现企业集群的独特作用有利于农村剩余劳动力的转移,并运用温州的数据进行了分析,研究了农村剩余劳动力的转移的动力机制。同时指出了企业集群成长过程中农村剩余劳动力转移存在的障碍和问题。最后,论文提出了加速企业集群成长的政策取向,并针对企业集群成长过程中农村剩余劳动力转移遇到的障碍和问题,提出了相应的对策和建议。文章的结构安排如下: 第一部分绪论,主要介绍了研究背景和研究意义,并对国内外的研究成果进行了回顾,为本文的研究奠定了基础。第二部分分析了企业集群成长模式的一般机理,主要讨论了企业集群产生的供给条件和需求条件,以温州企业集群为例具体分析了温州企业集群的成长经历和竞争优势,并以柳市企业集群为对象进行了具体而有针对性的研究,从而能够使人们更深入地了解企业集群的成因。第三部分分析了企业集群与农村劳动力的转移的关系,企业集群的独特效应有利于农村剩余劳动力的转移,并运用温州的数据进行了分析,研究了农村剩余劳动力转移的动力机制及探讨了它在转移过程中遇到的障碍和问题。第四部分提出了通过因地制宜地发展企业集群来促进劳动力转移,并针对企业集群成长过程中农村剩余劳动力转移遇到的障碍和问题,提出了相应的对策。更多还原

【Abstract】 Industrial cluster is economic form rich in local flavor in Zhejiang province. Its forming has not only greatly given play to returns of both economy of scale and regional economy, but also produced the strong effect of overflowing, and given impetus to the development of the surrounding areas, even the whole province. The economy of the whole province thrives on the basis of it, and shows the magic of industrial cluster. Industrial cluster is well-developed in Wenzhou, and forms the distinctive mode of development, which is known as “Wenzhou Pattern”. The economy of industrial cluster accelerates the development of constructing rural small towns, and plays an essential role in solving the problem of transferring the surplus rural labor forces by shifting rural employment. This thesis attempts to analyze and probe into the effects and promotion as well as the function and significance of the shifting of surplus labor forces caused by the development of industrial cluster, reveal the barriers during the shifting of surplus labor forces, and put forward corresponding countermeasures and suggestions. This thesis firstly explores the general mechanism of the industrial cluster’s development mode and the cause of industrial cluster’s emergence from the conditions of supply and demand. Wenzhou is one of the most active area where industrial cluster develops, therefore, the writer does pertinent research on the cases of industrial cluster in Wenzhou areas. It analyses the development experiences and competition advantages of industrial cluster in Wenzhou, and researches thoroughly and pertinently enterprise clusters, as a result, its cause of formation could be deeply understood. The emphasis in this text is the relationship between industrial cluster and the shifting of rural labor forces. It discovers that the distinctiveness of industrial cluster should be beneficial to the shifting of rural labor forces; moreover, it studies the motive force mechanism on the basis of analyzing the data of Wenzhou. However, in current situation there exist difficulties and problems during industrial cluster promote the shifting of surplus rural labor forces. For these, the writer put forwards the corresponding countermeasures and suggestions. This thesis mainly explores the relationship between industrial cluster and the shift of rural surplus labor forces, and elaborates industrial cluster in Wenzhou. The structure is as followings: The Chapter One is Introduction. It briefly presents the background and significance of its research, also reviews the research achievements at home and abroad which are basement of this thesis. The Chapter Two analyzes the general mechanism of the industrial cluster’s development mode, and discusses mainly the industrial cluster’s emergence conditions of supply and demand, moreover, the development and competitive advantages of industrial cluster in Wenzhou based on the its cases, and researches concretely the enterprise cluster in Liushi city; therefore, the enterprises’cause of formation can be deeply understood. The Chapter Three discusses the relationship between industrial cluster and the shift of rural surplus labor forces, and the unique effect of industrial cluster should be beneficial to the shift of rural surplus labor forces. The writer also exerts the data of Wenzhou to analyzes, and do a research on dynamical mechanism of the shift of rural surplus labor forces. The Chapter four explores the barriers and problems that exist in the shift of rural surplus labor forces which are boosted by industrial cluster, and airs the corresponding countermeasures.更多还原
