中国公共管理制度创新研究

【摘要】 人类的历史经验表明,制度创新是推进社会物质文明、政治文明和精神文明建设的巨大动力和关键因素。因此,研究中国公共管理就必须紧紧抓住制度创新这个“更带有根本性、全局性、稳定性和长期性”的重大问题。而这个问题,却是当前我国公共管理学研究中的一个薄弱环节。基于此,笔者选择了“中国公共管理制度创新研究”这一课题。就总体而言,本文是按照什么是中国公共管理制度创新,为什么要进行中国公共管理制度创新,影响中国公共管理制度创新的基本因素有哪些以及怎样进行中国公共管理制度创新的逻辑顺序而展开的。全文共分四部分: 第一部分阐释了中国公共管理制度创新的基本涵义。本文认为,所谓中国公共管理制度创新,就是人民群众以及中国共产党、政府和非政府公共组织,为了实现、维护和发展中国最广大人民群众的根本利益,依法对我国目前有缺陷的、失效的或缺失的公共管理制度加以改革、废止或构建,从而使之符合生产力发展要求的创造性活动。 第二部分概述了中国公共管理制度创新的必要性。文章指出:公共管理制度创新是推动我国经济增长的内在要求,是推进我国社会主义民主政治建设的强大动力,是促进我国先进文化发展的重要途径,是构建我国社会主义和谐社会的必然选择。 第三部分简析了影响中国公共管理制度创新的基本因素。影响中国公共管理制度创新的基本因素是其环境因素、主体因素及客体因素。中国公共管理制度创新的主体是个系统,包括广大人民群众、中国共产党、政府和非政府公共组织;中国公共管理制度创新的客体也是个系统,是指那些需要加以完善的、废止的以及缺失的公共管理制度;中国公共管理制度创新的环境,即其外在的国际、国内环境。 第四部分就如何进行中国公共管理制度创新做了理论分析。中国公共管理制度创新应是一个理性选择的过程。本文提出了中国公共管理制度创新的理论指导、理论借鉴、价值取向、主要原则、方法方式和一般程序。笔者认为中国公共管理制度创新必须坚持以马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想为理论指导,借鉴西方制度创新理论中的有益成果,以中国最广大人民群众的根本利益为价值取向,以公正、实事求是、系统性、科学性为主要原则,采用“从群众中来,到群众中去”的方法、系统的方法、比较借鉴的方法等,并运用合适的方式,按一定的程序进行。更多还原

【Abstract】 Institutional innovation is the great motive force and key element of advancing construction of material civilization, of political civilization and of mental civilization. Hence, the research of Chinese public management must grasp the problem of institutional innovation which is fundamentality, comprehensiveness, stability ,sustainability. But this problem is the weak section of the research of Chinese public management today. so I choose "the research of institutional innovation of Chinese public management" as the tile of my postgraduate paper.As a whole, the logic of this paper as follows: firstly, what is the institutional innovation of Chinese public management? Secondly, why must the institutional innovation of Chinese public management do? Thirdly, what effect on the institutional innovation of Chinese public management? At last, how let the institutional innovation of Chinese public management do? This paper includes four parts.The first part of this paper explains the mean of the institutional innovation of Chinese public management. Institutional innovation of Chinese public management, as a creative activity , means that in order to realize , maintain and develop public interests of Chinese people, the people , Communist Party of China , government , public no-government organizations in accordance with due course of law , transform the defective public management institution in existence, abrogate the invalid public management institution in existence, establish the public management institution that there should be to reality but now lacked, thus perfect the public management system in existence or establish out the brand-new public management system which conforms with the demand for development of productivity.The second part of this paper tells us institutional innovation of Chinese public management is necessary. Institutional innovations of Chinese public management is an inherent demand for accelerating the economic growth of our country, is the direct motive force of advancing construction of socialist democratic politics of our country, is an important way to bring about an advance in advanced culture of our country, is the inevitable choice of structuring the socialist harmonious society of our country.The third part of this paper analyses the subject, the object and the environment of institutional innovation of Chinese public management are three elements that effect on theinstitutional innovation of Chinese public management. Subject of institutional innovation of Chinese public management is a system including Chinese people, Communist Party of China , government, public no-government organizations. Object of institutional innovation of Chinese public management are the defective public management institution of China in existence, the invalid public management institution of China in existence, the public management institution of China that there should be to reality but now lacked. Institutional innovation of Chinese public management would receive international and domestic common restraint of environment, as its environment.The last part of this paper is the research of how the institutional innovation of Chinese public management to do theoretically. Institutional innovation of Chinese public management is chosen in a reason way, in this part bring out its theoretical direction, its theoretical reference, its value orientation, its main principle, its method, its way and its process. Institutional innovation of Chinese public management would go on smoothly and successfully , must insist on regarding Marxism-Leninism , Mao Zedong Thought , Deng Xiaoping Theory and important thought of "Three Representments" as the theoretical direction , regard the overwhelming majority of the people’s fundamental interests as the value orientation, with the main principle of just, with the scientific method of " come in masses , go among the masses " and so on, in suitable way, in an orderly process.更多还原
