机场建设项目投资决策与管理的系统研究

【摘要】 本文是以长沙市黄花机场站坪扩建项目为工程背景进行的工程项目投资决策管理的系统研究。 黄花国际机场位于湖南省长沙市东侧,始建于1986年6月,是湖南规模最大、设施最齐全的航空港,也是湖南省对外开放的主要门户。随着机场国内、外航线的进一步增加以及饱和期的到来,目前停机的机位数和规模将无法满足高峰时容纳更多飞机的需求,对现有停机坪进行扩建已经迫在眉睫。而一个建设项目的实施,需要经过从设想、规划、评估、决策、设计、施工到竣工验收、交付使用这样一个系统的程序,各项工程都应遵循这样一个先后次序的法则。对于机场建设项目更是如此。因为机场建设项目的投资大、技术复杂,而且项目的影响大。否则,项目建设就会遭受重大损失。 本文对机场建设项目投资决策的全过程进行了系统分析。在这个系统分析中将机场建设项目的投资决策划分为初步决策阶段和最终决策阶段。并通过在航空运输和机场建设的分析的基础上依据工程项目投资决策原理针对机场建设项目构建了由市场分析,工程技术分析,经济分析以及风险分析组成的投资决策体系。 在投资决策系统分析中分析了航空运输市场的需求,探索了机场建设的必要性,在工程技术分析研究的基础上论证了项目的投资估算,进行了项目的经济评价。本文对黄花机场站坪扩建项目的技术、工程、经济、社会和外部协作条件等方面的可行性和合理性进行了全面地分析论证,经过多方案的比选,得到并推荐了较优方案,为项目建设提供决策的可靠依据。本文还对决策方案进行了盈亏平衡分析和敏感性分析对方案实施的风险程度进行了估计。为机场建设和运行中的科学管理提供了控制的关键点。 本文在探索项目建设投资管理的原理同时,探讨了投资决策与项目管理及其运营的关系,不仅有利于建设方在工程项目投资决策时能做出科学而准确地判断,使国有资源与企业自有资源得到合理的分配,提高建设方的投资效益,而且能够使投资决策在项目的运行过程中有效地落实。

【Abstract】 The thesis is systematic research on the decision-making management engineering project investment with the background of enlargement project of Changsha Huanghua Airdrome.Huanghua international Airdrome lies in the east of the center of Changsha city Hunan Province, which was built in June 1986. It is not only the largest in dimensions, all-rounded in establishment in Hunan Province, but also the main gateway of Hunan’s foreign opening. With the increase of the flight courses and the coming of saturated moment at home and abroad, the scale of the airplane parking will not satisfy the requirement of more planes. Therefore, it becomes necessary to enlarge the level ground of the airplane parking. To actualize the construction project, it needs to undergo the process of thinking, planning, evaluation, decision-making, designing, construction, completion, checking and accepting. All the works should follow the principle successively. It is more suitable for the airport construction project, because the project is large in investment, complicated in technology, and broad in influence. Otherwise, the construction will suffer great damnify.By systematic discussing of the decision management on the airport construction project, I divide the decision management into two phases and analyze them systematically. First, I divide the decision management into primary decision-making and final decision-making, and analyze the two phases. First is market forecasting, then economical analysis including financial analysis and civil economical analysis, last, risk analysis. The feasibility of the economical analysis in the case is also very important. The research of feasibility was on the basis of the project suggestion book. Through scientific evaluation, we can get the best decision-making on the airport construction project.The feasibility of the economical analysis in the case is also very important. And I will make many kinds of cases and recommend the best case.
