淮南粉煤灰环境影响及沉陷地生态修复模式初探

【摘要】 淮南是座煤炭城市,国家重要的能源基地。多年来,煤炭开采业为经济建设提供了巨大的能源支持,在一定程度上推动了城市经济发展和社会进步。同时,煤炭开采也带来了一系列环境问题:大量工业固体废弃物(尤其煤矸石和粉煤灰)产生与堆置,大面积采煤沉陷地的形成。不仅占用、毁坏了大量土地资源,而且破坏淮南矿区生态景观,污染矿区生态环境,严重影响矿区经济发展以及人民正常生产、生活。 采煤沉陷地生态修复是“生态矿区”和“生态淮南”建设的重要组成部分。同时,面对矿区土地资源的稀缺和煤电工业固体废物(煤矸石和粉煤灰)“三化”(资源化、减量化、无害化)处理和处置严峻形势,煤矸石和粉煤灰用于采煤沉陷地填充复垦仍是一个重要处置途径。因此,粉煤灰和煤矸石(前人已做研究)环境生态效应研究是实施采煤沉陷地生态修复工程,建设“生态矿区”的基础。 本论文追踪国内外研究现状和发展趋势,系统分析了淮南采煤沉陷地特征,着力研究了粉煤灰中有害元素的可迁移性和环境效应,依据《淮南生态市建设规划》(2003-2020年),初步探讨了淮南采煤沉陷地生态修复模式。其宗旨是,通过“地质环境综合整治、工业固体废物填充复垦、沉陷地水域资源化和生态重建”系统工程实施,持续推进采煤沉陷地生态修复,逐步建设矿区“社会——经济——自然”复合生态系统,建成华东大型循环经济型“生态矿区”,实现“生态淮南”建设目标。

【Abstract】 Huainan is a coal-mining city and an important energy base in China. The coal-exploitation industry has offered enormous energy to support economic construction of the East China for many decades and the city has pushed forward economic development and society advance to a certain extent. By contraries, a series of environmental ecologic problems has been presented: the generation and accumulation of a large amount of solid wastes (especially Coal-mining Spoils and Coal-combustion By-Products) and the formation of a large scale coal-mining subsidence, which not only concern the huge loss of land resources and the destroy of the ecological landscapes as well as the pollution of the ecological environment in the coal-mining areas, but also impact seriously the economic development and limit normal living of local people in the energy city.The ecological restoration of the coal-mining subsidence is the primary engineering in the construction of "ecological coalmine area" in "ecological Huainan" programme. Accodingly, landfill of the subsidence in Huainan is an important approach of disposing the Coal-mining Spoils and Coal-combustion By-Products that are used to fill in due to scarcity of land resources and 3R-disposal ( i.e resource,reduce,recycle ) of industrial solid waste. Consequently, it is foundation to conduct the ecological environmental impact of Coal-combustion By-Products and Coal-mining Spoils which was else done for an efficient implementation of ecological restoration engineering of coal-mining subsidences .Based on the current findings of domestic and international research in the concern field, this dissertation investigated systematically the characteristic of the coal-mining subsidence of Huainan and focused on the studies of the mobility and environmental impact of hazardous elements in Coal-combustion By-Products. Moreover, the ecological restoration mode of coal-mining subsidence in Huainan was discussed and demonstrated according to the "Concept Plan of Eco-City Construction of Huainan (2003-2020)". Here it accentuates the aim of the sustainable development mode, with the systemic engineering implements of the integrated treatment of geologic environment, coal-mining subsidence reclamation with landfilling of the energy industrial solid wastes, resource utilization of the subsidence water areas and reconstruction of ecological systems in the subsidence regions, to promote successively construction of the huge ecological mine area in estern China with an integrated and harmonious "society-economy-nature*"ecosystem in mining area and to carry out the construction object of "ecological Huainan" with the recycle—economy concept.
