我国大型工程项目招标阶段业主风险管理的研究

【摘要】 大型工程项目投资大、建设周期长、可能的风险因素多。在立项以后,大型工程项目业主方的风险主要集中在招标阶段,也就是说风险主要集中在能不能通过招投标确定一个负责任、有能力的承包单位,并且通过招投标确定一个合理分配风险的承包合同。招标中的风险控制与否,直接关系到工程项目的能不能成功和顺利进行,关系到是否有利于保证工程质量、降低工程成本和缩短建设工期。由于业主方的主要风险是在立项决策阶段,许多业主招标阶段的风险没有引起足够的重视。本文详细分析了业主尤其是大型工程业主在招标阶段可能面临的风险,认为工程招标阶段的业主风险可以分为有常规工程风险和一般只出现在大型工程项目中的风险。对于常规工程项目风险,现有的风险处理技术和手段基本满足风险处理需要。一般出现在大型工程项目中的风险,主要是投标方不平衡报价和工程量清单计价模式给我国的大型工程项目业主带来的风险。针对不平衡报价的风险,考虑到投标单位的报价蕴含有许多对业主来说是灰色信息的数据,文章提出了基于灰聚类的定量识别办法。在工程量清单计价模式下,大型工程项目评标工作难度非常大,考虑到对投标单位的单因素评价比较容易得到评标委员的一致意见,结合评标中的模糊性,文章建立了适合大型工程评标的多准则模糊评标方法。

【Abstract】 Great investment, long construction period, many probably risk factors are existed in large-scale engineering project. After the project being decision, risk of owner for large-scale engineering project is mainly concentrate on bidding stage, which means risk is concentrate on whether a responsible capable contractor and a reasonable distributed risk contract could be determined through bidding. Whether or not the bidding risk is unrolled have direct relation to the success and development of engineering project, to the advantage of ensuring engineering project, reducing engineering cost and shorting construction period. For the main risk of owner is on the project decision stage, many owners ignore the risk management in bidding stage for owner, the possible risk in bidding stage ,which large-scale engineering project faced is detailed analyzed in this thesis. The risk of owner in large-scale engineering bidding stage can be divided into normal risk and the risk only in the large-scale project. For the normal risk, the existing risk technique and method is fundamental satisfied risk disposal requirement. For the risk only in the large-scale engineering project, it concludes unequalization quoted price and valuation mode of quantities bill. To the risk of unequalization quoted price, considering the gray information data in bidding price for the owners, quantity identification method based gray theory is present in this thesis. Under the valuation mode of quantities bill for large-scale engineering project, it is very difficult to bide, considering it is easily realize single factor appraisal of bidding unit, combining fuzzy of biding process, multi-criterion fuzzy biding method which suit large scale engineering bidding is built in this thesis.
