节水灌溉规划分区方法

【摘要】 节水灌溉规划分区是节水灌溉规划的重要组成部分,是合理开发与高效利用农业水土资源的主要手段之一,是确定工程建设规模和采取具体节水灌溉措施主要依据之一。能否做好这项工作是编制节水灌溉规划的前提和基础,分区的合理性是评价节水灌溉规划科学性的重要指标之一。正确使用科学的分区方法进行分区是合理分区的基础保障。上个世纪80 年代,全国大搞农业区划,曾经把农业分区划类的方法作为重要课题来研究,也研究过定量计算分区方法,但在实际规划中,规划编制人员大多数还是凭借自己的经验采用定性分析的手段来划分节水灌溉区域。我所参与的攀枝花市节水灌溉规划分区也不例外。然而这种定性分析法虽然简单,但是缺乏说服力。从近年来所做的各种节水灌溉规划来看,将定性分析与定量计算相结合的手段用来划分农业节水灌溉区,具有很强的说服力,它弥补了定性分析与定量计算的不足,也是今后节水灌溉规划分区的一种趋势。但这两种方法各自形式很多,至今还没有人系统地阐述过此问题。本论文正是在这种背景下提出来的。本论文的重要意义在于运用科学合理的分区方法能够加快节水灌溉规划的进程,为合理分区提供了科学的理论依据,为确定规划小区域具体灌溉措施、种植结构、工程规模等建立了基础。本论文讨论了节水灌溉规划的概念、作用、编制程序、分区指标、分区原则、分区步骤、分区方法等内容。但着重介绍在有关相近的专业区划分区中已经使用过的各种方法,以此为基础,还从理论上引进了两种新的分区方法—层次分析法和克拉斯卡尔法。从讨论了方法的本身出发,讨论各种方法的特点,从而得出各种方法的应用边界条件。本文还给出了两个成功分区的事例。最后,本论文就节水灌溉分区方法不完善之处,在今后还需进一步研究,提出了一些设想。诸如,各种方法之间的优化组合问题,各种方法之间优化结果的科学性,分区结果是否科学合理的评价体系、空间区域分区方法等。

【Abstract】 Dividing district for water-saving irrigation project programming is an important component of water-saving irrigation planning. It is one of main means to develop reasonably and utilize high-efficiently agricultural water and soil resources. It is one of main bases to confirm the construction scale of the project and take adopt material measure of water-saving irrigation. It is prerequisite and foundation to do well for drawing up water-saving irrigation planning .The rationality of dividing district is one of the important indexes evaluating scientific of water-saving irrigation planning. It is basic guarantee of dividing district reasonably to correct to use scientific method of dividing district .In 1980s,people go all out with agricultural regionalization in the whole country,Once method of dividing district for agriculture planning was regarded as important subject to research., people have studied the ration and calculated method of dividing district too. In the course of actual planning, most staff member of planning rely on own experience and means of qualitative analysis to divide district for water-saving irrigation. Panzhihua city water-saving irrigation planning I participate in is to be no exception. But this kind method of qualitative analysis is simple, lack convincingness. From various kinds of water-saving irrigation project programming recently, it has very strong convincingness to combine qualitative analysis and ration means to divide agricultural water-saving irrigation .It remedies the deficiency of qualitative analysis and ration means .It is a kind of trend of dividing district for water-saving irrigation planning in the future too. But their respective types are varied. Still nobody has explained this question systematically so far .This thesis was just put forward under this kind of background. Important meaning of this thesis is that using scientific method of dividing district can accelerate process of water-saving irrigation planning, and that it offers scientific and reasonable theoretical foundation, and that it sets up the foundation to confirm irrigate measure , pattern of farming , project scale ,etc. This thesis discusses the concept of water-saving irrigation planning , function of water-saving irrigation planning , procedure of working out , index of dividing
