【摘要】 随着信息社会的发展以及中国加入世贸组织的需要,利用电子商务这一先进的经营管理模式提高企业的经营效率,降低经营成本,开拓国际、国内市场,从而显著地提高企业的竞争力已成为中国企业应对“入世”和迎接网络经济挑战的一项重要举措。电子化采购作为实施电子商务的基本内容,正受到国内、外企业的广泛重视。在这样的背景下,本文开展了对电子化采购的研究,其研究目的和意义在于:研究了各种采购模式的优、缺点和适用范围,在此基础上提出企业选择采购模式的方法:深入讨论了电子化采购的基本概念和一般框架,作为电子化采购理论研究的基础,将电子化采购与传统的采购模式相结合,提出企业实施电子化采购的步骤和方法;并以此作为分析依据,深入分析了国外先进钢铁企业电子化采购模式,为我国电子化采购的建设提供了借鉴的依据;从分析宝钢的实际情况入手,结合宝钢采购模式的选择,设计了宝钢电子化采购方案,希望对企业开展电子化采购有所帮助。 本论文主要工作完成了以下五个方面: (1) 深入分析了采购模式的分类和选择,总结出各种采购模式的优点、缺点、适用范围,并通过列表的形式将三者进行对比,得出企业在进行采购模式选择时需要考虑的问题。 (2) 对电子化采购所涉及的相关概念进行了深入分析,提出企业建立电子化采购的一般框架,并分析了框架中的构成部件及其功能。深入研究了电子化采购三种采购模式的特点,并进一步分析了电子化采购与采购模式之间的关系,指出企业在进行电子化采购模式选择时,需要首先确定企业的采购模式,并在此基础上给出企业进行电子化采购模式选择的基本方法。 (3) 通过对国外先进的钢铁企业电子化采购模式的分析,总结出我国钢铁企业在进行采购模式选择时需要考虑的一些问题。本文主要以日本新日铁钢铁公司和韩国浦项钢铁公司为例,深入分析了他们的采购模式、电子化采购系统的特点,总结出我国企业在实施电子化采购时需要考虑的一些问题。 (4) 宝钢电子化采购方案的设计。对上海宝钢集团现行采购的基本情况进行分析,指出宝钢现行采购模式存在的问题,并提出应该在宝钢建立集中采购模式,深入分析了宝钢选择集中采购的主、客观原因。并结合宝钢的实际情况,提出了适合于宝钢的基于集中采购的电子化采购方案。 在论文最后,总结了本论文的研究成果并给出了结论。同时,也提出了今后进一步需要开展的工作。更多还原

【Abstract】 With the development of information society and the needs of agreements of WTO, application of E-commerce, which is an advance management model, is an essential way to increase the efficiency of management, to reduce the cost of management, to exploit the international and internal market, and to improve the competitive of company. Now many companies in China use the way to face the challenge of internet economy and the environment after the entrance of WTO. Internal and external companies pay more attention to the e-procurement as a basic content of E-commerce application. In the background, my paper analyses the e-procurement, and the aim is to raise the choice method of procurement model by analysing the applicability, advantage and disadvantage of each procurement model; to put forward the application method of e-procurement by discussing the conception and framework of e-procurement, which is the basic of e-procurement conception research; to provide reference for the internal companies e-procurement construction by analysing the e-procurement case of international steel company; to designing a blue print of e-procurement for Bao steel company by combining the Bao steel company’s circumstances with the procurement conceptions. I hope that it is useful for internal companies.The paper mainly completes following five aspects:(1) Deeply analysing the procurement classify and how to choose the fittest one, summing up the applicability, advantage and disadvantage of each procurement model, comparing within three models by using table form, then concluding which should be concerned when we choose a suitable procurement model.(2) Analysing some conceptions which are relative with e-procurement, putting forward the commonly framework of e-procurement which should be built by enterprises, and showing the structure and function of the framework. Demonstrating the characteristics of three e-procurement models and the relationship between e-procurement and procurement model, pointing out the companies should ensure the procurement model firstly, then adopt the basic choice method of e-procurement model when they apply the e-procurement scheme.(3) Concluding the issues which should be concerned by internal companies before they deploy e-procurement by analysing the e-procurement models which are used by advanced international steel companies.
