【摘要】 本文通过对西方国家、国际公约、区域组织、中亚国家及我国学者有关恐怖主义犯罪定义的考察,在对恐怖主义犯罪应有的内涵进行分析的基础上,试图给恐怖主义犯罪下一个完整贴切的定义。“9·11”事件发生后,中亚地区成为恐怖主义犯罪的中心地带。由于中亚地区和新疆在地理、宗教、民族、文化等方面紧密联系,所以中亚地区的恐怖主义犯罪与新疆的恐怖主义犯罪有着共同的特点、背景和历史渊源,并对新疆的稳定和安全产生着严重的危害。本文对中亚和新疆的恐怖主义犯罪现状、特点及危害进行了全面描述,深入分析了中亚和新疆恐怖主义犯罪产生、发展、蔓延的内部原因和外部原因,对当前国际社会、中亚国家和我国采取的打击恐怖主义犯罪的措施及其存在的问题进行了深入探讨,并在此基础上提出了关于打击中亚和新疆恐怖主义犯罪、维护新疆社会稳定与安全的对策建议。更多还原

【Abstract】 Through seeing about the definition of the terrorism crime of the western countries, international conventions, district organizations, Central Asian countries and the scholars of our country, and on the basis of analysing to the meaning of the terrorism crime, the author tried to define the terrorism crime properly. After “9·11”incident, Central Asia has become the central area of the terrorism crime. Because Central Asia and Xinjiang have close relation in such aspects as geography, religion, nationality, culture. So the terrorism crime of Central Asia and Xinjiang has the common characteristic, background and historical origin, and the terrorism crime of Central Asia produces serious jeopardy to the stability and security of Xinjiang. The text has described the current situation, characteristic and jeopardy of the terrorism crime of Central Asia and Xinjiang roundly, and analyzed the inside reasons and external reasons of the terrorism crime’s producing, developing, spreading in Central Asia and Xinjiang deeply, and discussed the measures and the problems of striking the terrorism crime of international community, Central Asian countries and our country, and put forward the countermeasures and suggestions about striking the terrorism crime of Central Asia and Xinjiang and safeguarding the social stability and security of Xinjiang.更多还原
