【摘要】 知识经济时代的到来,使人力资本成为最重要的战略性资本。作为人力资本的主要载体和主要拥有者,人将成为决定竞争能力的关键性资源,也是决定一个现代化军队的重要因素。因此,军事人方资源开发就成了军队现代化建设的重要内容。本文运用人力资源管理和经济学的相关理论,分析了在全球化背景下,军事人力资源开发的动因、特点和挑战,提出了我国军事人力资源开发的对策。 全文共分四部分。第一部分,主要论述了军事人力资源开发的内涵、理论基础和动因。军事人力资源开发是指为了提高军事人力资源的素质、质量和战斗力,根据军事人力资源特点,通过教育和培训,使军事人力资源的潜能得以充分发挥而采取的开发活动。第二部分,军事人力资源开发的国际比较。主要分析、研究和比较美国、俄罗斯、日本和印度军事人力资源开发特点,对进一步推动我国军事人力资源开发提供借鉴。第三部分,主要分析了我国军事人力资源开发面临的人口发展、经济全球化和人才流动等多因素的挑战。第四部分,提出了我国军事人力资源开发的技术与途径,即要发挥军事院校在军事人力资源开发中的主渠道作用,借助地方院校教育资源开发军事人力资源,通过部队训练在实践中开发军事人力资源和支持与激励军人通过在职学习成长为高素质军事人才。更多还原

【Abstract】 With the coming of knowledge-based economy ages, the human capital becomes the capital of the most important strategy. As the primary carrier and ownership of it, the person will become the decisive resources to decide the competence, and it is also an important factor to decide modern troops. Therefore, the development of military human resource becomes important contents for the troops’ modernization. Make use of the related theories of human resource management and economy, this paper analyses the exploitation cause of military human resource, characteristics and challenge under the background of the world, and it brings forward the strategy to our military’s development of human resource.The paper is divided into four parts. Part of the first, primarily discusses the exploitation meaning and cause of military human resource. The development of military human resource points to enhance its making、 quality and fighting strength, according to its characteristics, passing to education and foster, perfect exerts the potential and adopts exploitation activity. The second part, the international comparison of military human resource’s development.lt mainly analyses、 research and compare the development characteristics of its of the United States, Russia, Japan, India and our country and provides lessons to further push our country military human resource development. The third part, primarily analyzes the challenges of our country facing the development of population, the world of economy, the flowing of talented person and other many factors. The fourth part, brings forward the technique and path of the development of our military human resource. Passing the troops to train in the fulfillment to develop it and encourage the soldier to pass the incumbency study to grow up high character military, it will exert the military college as the main function in it and ask for help of the local college.更多还原
