【摘要】 中国和伊朗都是发展中的地区大国,发展经济是两国目前面临的最主要任务。两国在地区和国际事物中长期友好合作关系为当前两国开展以经贸合作为重点的双边关系奠定了坚实的政治互信基础。伊朗由于遭受了美国长期经济制裁,国内资金短缺,得不到外资、技术及时对设备进行更新换代,经济效益差。当前伊朗政府在努力改善与美国关系的同时积极进行经济改革措施,相继实施了三个五年计划,并实行东方政策和复兴丝绸之路的对外经济政策,力求加强与以中国为主的东亚国家的经贸合作,吸引中国、日本、韩国、东盟等国家的资金、技术参与伊朗国内的经济建设和能源开发。而中国在经历了改革开放后20年的发展,特别是加入WTO后,一方面由于国内经济的快速发展,加大了对能矿原料的需求。另一方面,国内相当一部分技术和生产趋于市场饱和,急需向外输出进行生产要素的优化配置。同时,我国已成为了仅次于日本的世界第二外汇储备大国,拥有雄厚的资金实力,相当一部分资本具备了向外输出的可能。而且,中国企业投资伊朗可以缓解伊朗能源开发、城市基础设施建设、轻工业、机械、交通运输业、农业等资金不足的瓶颈,同时实践证明,中国的技术、产品比较符合伊朗当前的生产水准,有很大的投资空间。与此相对应,伊朗也积极鼓励本国有实力的民族企业投资中国相关领域以发挥其独特的技术优势,如:手工编织地毯、开心果栽培、液化天然气生产等。新时期中国和伊朗相互跨国投资对于两国不仅具有显著的经济意义,而且在当前以美国为主导的全球反恐政治格局中对于两国的地缘战略安全有重要的政治意义。因此,研究两国当前业已开展并不断加深的投资合作具有重要的理论意义和现实意义。更多还原

【Abstract】 Iranian energy exploitations, city infrastructure constructions, light industries, machineries, transportations, agriculture, and so forth. At the same time, practices have proved that Chinese techniques and products are better apt to Iranian present producing standards and have very large invest spaces. With responding to these, Iran also encourages positively its national powerful enterprises to invest in Chinese corresponding areas in order to exert their special technical priorities, such as, hand-weaving carpet, pistachio, liquid natural gas production, and so forth. Multi-national investments between China and Iran not only has prominet economic effects, but also has important political effects for the subgeographical strategies of China and Iran in the present world anti-terrorism political situations that dominated by the USA. Therefore, it has important theorical effects and factual effects that research on having developing and deepening investments and cooperations between China and Iran.The thesis includes eight parts:In part one, it states the premiers for carrying out multi-national investments between China and Iran. It explify the magnititude surroundings for carrying out mutual investments between China and Iran from eight parts, that is, the main topic at the prsent, economic and trade relations, political basis, economic structure, economic developing periods, national power comparity, cultural backgrounds and Chinese innovation model.In part two, it analyzes the necessities and possibilities. In the one hand, it analyze deeply the necessities of carrying out investments between China and Iran through four aspects, that is, the present developing situations of Chinese enterprises, the obstacle elements of Chinese orient trade, Iranian economic innovations and economic effects of the USA ecomomic sanctions, on the other hand, it excavate the factual possibilities of carrying out investments between China and Iran through six aspects, that is, economic structures of China and Iran, cultural origin, market substantials, bank credits, government policies, economic profits of investments.
