【摘要】 农民收入问题是“三农”问题的核心,是统筹城乡经济社会发展,实现全面小康的重点。农民收入问题集中表现为农民收入绝对值低、增长缓慢,以及由此导致的城乡差距扩大。随着农业和农村经济进入新的发展阶段,农民收入增加难度更大。传统的增加农民收入的对策和措施在一定程度上发挥了作用,但是作用已经减弱,不能从整体上使农民收入得到根本改观,城乡差距呈现出扩大的趋势,达到了历史上的最高点。农民收入的提高需要突破原来的思路,寻求长久的解决之道。本文从对农民收入增长的历史阶段和现状分析着手,从制度安排角度探讨了农地制度、城乡分割的户籍制度、农村税费制度和农村金融制度与农民收入的相关性,系统分析了现行制度对农民收入的制约,提出了促进农民收入增加的制度安排及促进农民收入的配套措施,以期营造出促进农民收入增长的制度环境,从根本上保证农民收入的持续增加。全文分为五个部分:第一部分主要介绍了农民身份的界定、农民收入的内涵,简要介绍了农民收入问题的经济学原理。第二部分,分析了农民收入增长的各个阶段的主要特征以及农民收入的现状,认为农民收入的增长主要依赖于工资性收入的增长,农民收入与城市居民的收入呈现扩大的态势,地区之间收入差距也在加大。第三部分从经济学生产要素构成角度考虑,认为农地制度、户籍制度、农村税费制度和农村金融制度与农民紧密相关,运用经济学的相关原理系统分析了这几项制度因素与农民收入的相关性,并重点分析了现行制度因素对农民收入存在的制约作用。第四部分针对现行制度的不足,研究提出了促进农民收入增加的制度安排:改革农地产权,规范农地征用制度;改革城乡分割的户籍制度;巩固税费改革成果,防止农业税费反弹的制度安排;放宽金融市场准入条件,发挥农村信用社在农村金融市场中的主导作用。第五部分探讨了农民收入增长的配套制度措施。转变政府职能;加快小城镇建设;加大政府对农业和农村的支持;健全社会化服务体系等。更多还原

【Abstract】 The issue of farmer’s income is crucial among the issues connected with agriculture rural areas and farmers. And it is important to realize harmonious development of country and city in economy and society and to realize all-round well-off society. The main issue of farmer’s income is low in absolute value, slow in the rate of farmer’s income’s increase, which extends the margin of city and country. With the agriculture and the village stepping into a new stage of development, farmer’s income is more difficult to increase. The traditional measure that increase the farmer’s income develop the function in certain degree, but the function they developed has died down, and can’t make the farmer’s income present a new look from the whole. The margin of the city and the country presents the trend of enlargement, and comes to a high peak in history. We must break the original way of thinking, look for the long-last solution to increase the farmer’s income. First, the thesis analyzes the stage history and the present condition of the farmer’s income; second, the thesis analyzes the relativity from the angle of system’s arrangement between the farmland system, the household register system, the village tax law system, the financial system in village and the farmer’s income; Third, the text analyzes the limit of the current system systematically; and the thesis puts forward the arrangement of system and measure which would increase the farmer’s income. And the thesis tries to construct system environment that promote the farmer’s income and guarantee the farmer’s income keeping on increasing by the root. The thesis is divided into five parts: The first part introduces mainly the definitions of farmer’s identification and farmer income, introduces the economics principle of the farmer’s income problem in brief. The second part analyzes the main characteristic of each stage on farmer’s income’s increase and the present condition of the farmer’s income.
