【摘要】 本文首先以农业产业化的内涵和特征为基础,对乳业产业化的概念进行了界定,分析了乳业产业化研究的理论基础,概括了国内外乳业产业化发展的模式及经验。 其次,对石河子垦区乳业产业化现状进行概述,并运用SWOT模型分析了当前石河子垦区乳业产业化发展的影响因素:其外部环境有政府政策支持、退耕还林还草工程提供饲草基础、乳业消费市场需求旺盛等机遇及国内国外市场双重竞争、地处偏远辐射能力差等威胁;内部能力具有已建立现代集约化奶牛生产基地、受城市功能的辐射作用、西部牧业集团成为畜牧业产业化龙头企业等优势及乳品加工未形成规模、奶牛养殖水平低、产业化发展缓慢等劣势。 再次,针对垦区乳业产业化发展存在的问题和SWOT模型分析结论为垦区乳业产业化进行具体的战略定位,垦区乳业发展必须加强产业自身活力,重点建设与联合推进相结合,坚持持续快速协调发展的原则,将战略重点放在提高乳业竞争力上。 最后,在对石河子垦区乳业产业化发展现有模式——“公司+基地(带农产)”模式的合同式联结机制进行评价的基础上,以国内外的模式经验为借鉴,重点探讨了垦区乳业产业化发展的两种模式:龙头企业牵动型和服务组织联动型。并从基地建设、龙头企业培育、利益保障机制的建立、消费市场的开拓、政府的支持和服务体系的建设六个方面提出建议。更多还原

【Abstract】 The dissertation defines the meaning of dairy industrialization based on the connotation and characteristics of agriculture industrialization firstly, analyzes the theory base of dairy industry industrialization, and summarizes the model and experience of industrialization of the domestic and foreign areas.Secondly, it sums up the current developing state of dairy industrialization in Shihezi, then adopts SWOT model of strategic management to make an entire analysis on the factors affecting the dairy industrialization, which are the chance such as the government’s support, grain for green project and the rising dairy demand, the challenges such as double competitions and the poor radiating ability for the remote location, the advantages such as modern dairy production base, the radiance of city and the building of western nomadic industry, the disadvantages such as low quantity of dairy production, the low level of cattle feeding and the poor development of dairy industry industrialization.Thirdly, it makes strategic for the dairy industrialization of Shihezi, and prefers to developing route that we must intensify industry’s energy, combine setting up keystone with advancing the united, hold the principle of persistence, speediness and harmony, and make sure that improving the competition ability of dairy industry is confirmed the stratagem emphasis.At last, it appraises the current developing model in Shihezi, and based on the model and experience from domestic and foreign areas, discusses mainly two models that are leading model by prominent enterprises and linking type of service organization, then tables some proposals about building bases, breeding prominent enterprises, setting up ensuring mechanism, exploiting consumed market, sustaining from government, constructing service system., and so on.更多还原
