全球化时代中国国家安全预警系统之构建研究

【摘要】 自威斯特伐利亚体系建立以来,安全始终是主权国家在国际环境变化中的根本目标。但是,随着全球化时代的到来,以及伴随着两极格局的结束和多极格局的逐步形成,国家面临的安全环境和安全形势发生了巨大的变化,国家安全概念朝着适应或融入新全球体系的方向转变,这一系列重大改变对传统国家安全观形成了严峻挑战,要求人类必须站在历史的高度去重视审视安全的概念与内涵,重新确定安全的战略和政策。在这种形势下,本文认为,我国必须建立起具有中国特色又兼具时代特征的国家安全预警系统,才能及时有效地维护国家安全。全文共分五章,第一章和第二章是本文的理论基础。第一章重新理解和阐释了全球化时代国家安全以及国家安全观的概念和特点,以及衍变和发展;以此为立论基础,本文在第二章提出了国家安全预警系统的概念,阐释了其功能和特点,并深入分析了我国建立国家安全预警系统的必要性。第三章和第四章是本文的重点。第三章主要从总体上分析了国家安全预警系统的内部构成和运行流程。其中,本文认为系统内部应包括横向职能子系统和纵向管理层级子系统两大子系统,两大系统相互作用,相互协调,共同承担系统运行的组织和管理作用,从而保证系统实现明确警情,寻找警源,分析警兆,预报警度,排除警患的总体运行流程。第四章则重点分析了预警系统指标体系构建的原则和设计思路,从而形成了本系统指标体系。第五章(结束语)对本文的研究进行了总结,并提出了今后继续研究的方向和系统运行中应该注意的一些问题。在本文的写作过程中,综合运用了管理学、经济学、信息管理等相关学科的研究方法和手段,避免了狭隘地局限于社会科学的一些传统研究方法之中,从而使本文的研究成果更为科学化和有效性。更多还原

【Abstract】 Since the system in Westphalia was set up, security is the basic goal of sovereign states inthe international environment all the time. However, with the arrival of times of globalization ,security environment and security situation that the country faced have changed enormously.These changes require mankind must pay attention to examining safe concept and intensionclosely, and confirm the strategy and policy of the security again. Under this kind of situation,this text thinks , our country must set up and have an early warning system of national securitythat has Chinese characteristics and the characteristic of the era concurrently to safeguard thenational security effectively in time .The text divides into five chapters altogether. Chapter one and the chapter two aretheoretical foundations of this text. Chapter one understands and explains the national security ’sconcept and characteristic of the national security of the globalization era again. Regarding thisas the theoretical foundation, this text puts forward the concept of the system in chapter two,explains its function and characteristic, and analyses in depth the necessity of setting up thesystem in our country. Chapter three and chapter four are focal points of this text. Chapter threeanalyses inside forming and operation procedure of the early warning system of the nationalsecurity on the whole mainly. Among them, this text thinks system should include horizontalfunction subsystem and vertical to manage level subsystem. The two major systems interact andcoordinate each other, bear the tissue that is the system operates and management ‘s roletogether. Chapter four analyses the early warning system index principle and mentality ofdesigning of system structure especially, thus forms this systematic index system.
