思想政治教育投资问题分析及建议

【摘要】 随着中国加入WTO,社会主义市场经济向着纵深方向发展及其体制的不断健全与完善,各种组织的发展越来越离不开各类高精尖人才,需要不断进行人力资本投资,增加组织人力资本存量。思想政治教育投资作为组织人力资本的重要手段之一,其作用不容忽视,有时还可能是提高组织绩效的关键因素。在学术界,各国专家、学者对人力资本投资收益十分关注,但很多人没有注意到思想政治教育投资收益的存在,或者意识到其存在而仍没有投入精力去深入研究,认为其收益很小,可以忽略不计。其收益表现形式有时可以直接得出,有时与其他投资方式共同起作用,促进人力资本投资的整体收益提高。所以,思想政治教育投资收益的计算是值得我们研究的一个课题。本论文对思想政治教育及其投资收益进行了系统全面的研究。文章共分为四部分: 第一部分:从人力资本相关概念入手,引出思想政治教育投资的基本概念,描述二者关系,从五个方面阐述了思想政治教育投资的必要性:(1)思想政治教育投资的涵义(2)国内外有关思想政治教育的研究(3)思想政治教育投资的自组织机理(4)思想政治教育投资在人力资本投资系统居首要地位(5)现代思想政治教育投资的发展变化。第二部分:通过比较研究,结合思想政治教育与投资学理论,总结出了思想政治教育投资的原则与特征。第三部分:该部分是文章的一个重难点,分别运用人力资源管理、人力资本投资、经济学与思想政治教育理论,提出思想政治教育投资的成本收益模型及计算评估公式。第四部分:提出了提高思想政治教育投资收益的六大策略。更多还原

【Abstract】 As China joins WTO, socialist market economy is developed in the depth direction and the system is perfected constantly. The development of different organizations cannot do without all kinds of high-level and advanced talents, needs to be carrying on the human capital investment constantly, increase the stock of the human capital. Ideological and political education is regarded as one of the important means of human capital investment. Its function can’t be ignored, may also become the key factor of improving organization performance. In the academia, the experts and scholars of various countries pay close attention to the human capital investment return, but a lot of people have not noticed the existence of the investment return of ideological and political education, or realize that it has but not still devotes much energy to further investigation, think its income is very small, can ignore. Its income expression can be gained directly sometimes, work with other investment ways together to promote the whole income of human capital investment. So, a subject which we study that the calculation of the investment return of ideological and political education is worth. This thesis has carried on the research with overall system and investment return of ideological and political education. The article is divided into four parts altogether: First part: Proceed with relevant concept of the human capital, draw the basic conception of ideological and political education investment, explain the necessity of investment in ideological and political education: (1) Meaning of ideological and political education investment (2) Domestic and international research about ideological and political education (3) The organization mechanism of ideological and political education investment (4) Ideological and political education investment makes a leading role in human capital investment system. (5) Modern development and change of ideological and political education investment. Second part: Through relatively studying, accord with the ideological and political education and investment and study the theory, and then summarize the principle and characteristics in ideological and political education investment. The third part: This part is a heavy difficult point of an article, use manpower resources management, capital investment of manpower, economics and education theory of ideology and politics separately, propose cost income model and the investment assess formulae of ideological and political education. The fourth part: Have put forward six major tactics of raising the investment return of ideological and political education.更多还原
