电子政务分布式集成框架构建

【摘要】 随着计算机技术和网络技术的发展,电子政务技术蓬勃发展,并被日益运用到政府各种行为中。政府通过电子政务的实现,不断提高工作效率,同时,人们也从中享受着由此带来的方便。 特别是近几年,我国已将建设电子政务作为社会经济信息化的突破口,政府在逐步利用电子网络实现政府意志。然而,由于政府机构行政体系的划分,以及政府地域的不同和差异,各地政府都在致力发展本地的电子政务,缺乏统一的协调和规划,使得电子政务系统的大量数据资源分散在各个职能部门,形成了一个又一个的“信息孤岛”,无法在电子政务网上有效地共享。信息孤岛的存在,导致了信息化建设的重复投资,并进一步产生了不同部门中同一个用户数据的不一致性等问题;加之电子政务发展的长期性过程,致使目前电子政务的发展和实施过程面临着一系列严峻的问题,特别是如何有效地利用已有的资源(数据资源和软件资源)是目前最令人关注的,也是电子政务目前棘手需要解决的问题,其实质是对已有资源的集成问题。 本文首先分析了近几年来电子政务的几种发展模式,并指出它们在解决电子政务信息孤岛问题时存在的缺陷,进而根据当今计算机分布式技术的发展,结合目前电子政务的实际需求,给出了电子政务分布式应用集成框架方案,并对其集成机理进行了详尽的描述。论文主要完成的工作如下: (1) 对电子政务发展过程中模式的演变进行了较为深入的研究。围绕分布式系统集成与应用,对我国电子政务的现状进行了较为深入的研究与探讨,对电子政务实施中所采用的C/S、B/S模式进行了详尽的分析,指出其在解决电子政务中存在缺陷和不足 (2) 对当前出现的相关新技术进行了分析,指出其应用于电子政务的优越性:Web services是建立互操作分布式应用程序的新平台。利用该一个平台,不管客户端与服务器处于怎样的环境,都可以通过用HTTP协议来解决客户端与服务器之间的通信问题;另一方面,还可以解决应用程序间的互操作问题。 可扩展的标记语言(XML)是Web Service平台中表示数据的基本格式,XML将数据转换成通用格式,方便不同系统之间的信息交流。XML除了易于建立和易于分析外,其主要的优点在于它既是平台无关的,又是厂商无关的。 简单对象访问协议SOAP(Simple Object Access Protocol),提供了标准的RPC方法来调用Web Services。简单地说,SOAP是一种有线协议,类似于CORBA的更多还原

【Abstract】 With the developing of computer&net technology, E-government technology growing vigorously, and is more and more applied to various government behaviors. The government is improving its working efficiency constantly through the realization of E-government. At the same time, people are enjoying the convenience it brings as well.Especially in recent years, our country has already regarded the building of E-government as the breach of the social economic informationzation, and the government is making use of electronic network to realize government’s purpose progressively. However, because of the compartmentalization of government administrations and the diversity of localities, the local governments are all making great efforts to develop the local E-government with lacking uniform coordination and planning. As a result, a large number of data resources of the E-government system disperse in different function departments, which leads to one and another "detached island of information" and brings difficulty in sharing E-government networks. The existence of the "detached islands of information" has led to overlapping investment in information facilities, and has brought further problems, such as the inconsistency of the same user’s datum in different departments. In addition, the long term of E-government causes the development and implementation of current E-government to be faced with a series of severe problems, especially how to utilize the existent resources (data and software) is now paid greatest attention to, and is a thorny problem to be solved at present. Its essence is how to integrate the available resources.This text has analysed several kinds of model of the E-government development in recent years at first, and pointed out the defect that they exist while solving the problem of detached island of E-government information. Then with regard to the development of current distribution technology and on the actual demand of E-government for the moment, the paper provided an integrated frame scheme for E-government distribution application and gave a detailed description of its integrated mechanism.
