【副题名】以内蒙古乌兰察布市为例

【摘要】 经济的高速发展与生态环境的保育,两者之间如何协调发展,走两者双赢的道路,是摆在我国人民面前的一个紧迫任务。根据环境库兹涅茨曲线,就是如何使 A 曲线和 B 曲线的峰值进一步降低,使其向平缓的 C 曲线靠拢。因为 C 曲线的资源利用和经济增长正符合可持续发展的规范,既实现了经济增长又重视了资源的节约和环境的优化。而促成其转变的着手点应该在资源的利用方式上。因为较好的资源利用方式可以使同样的资源获得更多的经济增长和环境保护。而乌兰察布市资源利用方式转变最根本的表现就是“进退还”战略的实施。该战略之所以能使乌兰察布市最终走上生态、经济都持续发展的道路,其关键就在于它在成功地解决人畜争地、粮草争地的基础上实现了畜牧业发展的双增双提。 本文从农业可持续发展的症结和国内外农业可持续发展的现状分析入手,剖析了乌兰察布市生态环境、资源利用及社会经济发展的现状。运用定量分析方法证实了从 1994 到 2003 年乌兰察布市农业沿着可持续发展的方向迈进,接着同样运用定量分析方法得出了资源利用方式的改进是促进这一变化的驱动力。因此,在分析了乌兰察布市农业资源利用是如何改进的基础上又以化德县为典型探讨了农业可持续发展的对策。更多还原

【Abstract】 It is an urgent task facing the Chinese people to keep the balance between high speed economic growth and natural ecosystem conservation. In other words, that is how to lower the peak value of curve A and curve B to be close to much flatter curve C which stands for the standard level of the balance between economic growth and environment conservation according to the environment Kuznets curve. To achieve the balance goal, the key issue is how to exploit and use the natural resources, the efficient way of using natural resources can achieve a higher speed of economic growth with less expenditure of natural resources and at the same time can well conserve the natural ecosystem. For the case of Wulanchabu City, the fundamental strategy to achieve the balance between economic growth and environment conservation is to implement the development ? withdrawal and construction. That means to use a portion of good quality arable lands for farming, keeping the economy growing, to withdraw other portion of sloping fields and poor quality, environmentally vulnerable lands from farming, and to replant these lands with grass and trees. This paper was started with a brief analysis of problems? obstacles and status of agricultural sustainable development in China and all over the world, then focused on analyzing the status of the natural environment conservation, natural resources utilization and social and economic development in Wulanchabu City. It was approved that the economy progressed along with the path of sustainable development from 1994 to 2003 through the data collecting and analyzing and it was also approved that the strategy of development, withdrawal and construction was the proper driving power and mechanism in Wulanchabu City. After a thorough analysis of Wulanchabu City, Huade County was taken as a case studying for the development mode in those areas that made the analysis more embodied, completed and valuable for learning and generalization.更多还原
