【摘要】 随着经济贸易全球化发展,我国畜牧养殖业将面对激烈的国际市场竞争。近年来发生的多起国际贸易争端,表明兽药残留问题已经成为我国畜牧业走向世界的极大障碍。通过对国内外动物性食品中最高残留限量标准的对比分析,我们能够系统地掌握国内外兽药标准体系的特点、发展规律和趋势;明晰我国与西方发达国家利世界性组织之间存在的差异;找出其技术性贸易壁垒之所在,保障我国动物源性食品进出口贸易和我国畜牧业的健康发展。 本论文在查阅大量文献的基础上,运用比较分析方法,将我国与CCRVDF、欧盟和美国兽药最高残留限量标准的构成和内容、法律地位、限量标准的制定程序和方法及修订情况进行总体比较研究,并重点比较了CCRVDF、欧盟、美国和我国禁用兽药情况和具体兽药的限量值。论文的研究结果表明欧盟、美国均形成了完善的兽药最高残留限量标准体系及完善的法律支撑体系,我国与其比较,限量标准制定的科学依据不充分,相关支撑法律体系不完善。通过具体限量条款的比较,我们得出我国很多兽药残留限量标准均采用CAC和欧盟标准。鉴于目前存在的很多问题,建议我国尽早开展兽药安全评价研究,加快完善兽药残留限量标准体系,加大力度开展科学制标工作。更多还原

【Abstract】 With the development of international economy and trade, the stock and culture industry in our country will face the ardent competition of international market. Recently, many international trade disputes, resulted from the veterinary drug residues in the foodstuffs of animal origin, indicate the animal drug residues have become the most obstruction for development of the stock and culture industry in our country. This paper analyses the differences about the system of the Maximum Residue Limits(MRL) of veterinary medicinal products in foodstuffs of animal origin among Codex Alimentatius Commission(CAC), Europe Commission(EC), America and China. Through this comparative analysis, we may master the characteristics and developing rules of animal drug MRLs system of the above countries and organizations, conform the diversities among them and find the bulwarks from technique advancement set in international foodstuffs from animal trades.On the base of referring to plenty of literatures, this paper studies comparatively veterinary medicinal products in foodstuffs of animal origin in the of CAC, EC, America and China in the general and microcosmic points of view, adopting comparative analysis method. On the general views, we analyses by the numbers the trusses and contents, law property, methods of constituting them, developing course of animal drug MRLs in the above countries and organizations, in t microcosmic views, we compare specifically the differences of the implementing animal drug MRLs standard or regulation one by one. Furthermore, on the base of the above works, we develop the Access database to execute lookup function. The results for the comparative studies indicate EC and America have formed the self-contained system of animal drug MRLs and the system of the correlative laws. By contraries, the system of our country has many deficiencies in the directions of scientific foundations and the correlative supporting laws, etc. Now, most of the veterinary drug’s MRLs of our country adopt those of EC and CAC. Because of those questions mentioned above, we suggest our government should develop rapidly the risk assessment of veterinary drug in the foodstuff from animal origin, and perfect the standard system of animal drug MRLs.更多还原
