【摘要】 综观人类政治发展的历史可见,前资本主义时期政治哲学中把道德作为政治的内在的价值尺度。15—16世纪西方意大利的马基雅维里确立了政治的非道德价值标准,把道德作为政治的外在价值尺度,但早在中国的文明轴心时代的韩非就创立了这种非道德的政治思辩和价值辨析的标准,不论在中国,还是在西方,甚至于当代世界各国,马基雅维里的政治思想及权利观都深刻地影响着政治实践。论文试图通过对马基雅维里非道德主义权利论的探索及韩非政治思想的反思,通过对两者的比较研究,为我国的政治文明建设及社会转型提供理论借鉴和价值启迪。在激烈的全球化综合国力竞争中,伴随着我国市场经济的确立及完善,政治民主化是不可避免的选择,如何进行政治文明建设是我国社会主义建设的题中之义。政治的核心问题是权力问题,如何提高权力的运作效率?实现公平与效率的历史性平衡,使权力的运作始终保持在全心全意为人民服务的轨道上是当下中国政治文明建设亟待解决的历史性课题。历史已经证明并将继续证明,宪政改革及法治完善是绕不过的关,现代法治国家建设是政治文明建设的重要内容和根本目标,是我们实现民族振兴、国家富强、社会稳定、和谐持续发展的制度性保障。现代政治文明是公平与效率的辨证统一,研究马基雅维里的非道德主义权力论,揭示中西专制主义的历史命运,彻底摆脱“西西弗斯怪圈”,超越道德主义权力论与非道德主义权力论对当下中国政治文明建设具有重大的理论意义和现实意义。更多还原

【Abstract】 Of the history of political development, we can see, that during the period of pre-capitalism, the political philosophy took the morals as the internal measure of value of politics, and it is the true at all the times and in all lands. During the 15-16century .Machiavelli of Italy established the value standard of non-ethical doctrine of politics , and took the morals as the external measure of value of politics. But early in Chinese civilization, HanFeiZi had established this standard of non -ethical doctrine ’ argument of politics and value , and whether in China or in the west ,even in the all the countries of today , Machiavelli’ political ideas and his power view had profound effects on the political practice. This paper tries to explore the Machiavelli ’power theory of non-moralism and introspect the political ideas of HanFeiZi , compares and studies them, and thus put forth some theatrical conference and inspiration to our construction of political civilization and social transition. In the intense competition of overall national strength and process of the establishment of market economy, political democracy is the un-avoidable choice, how to go on the construction of political civilization is the innate meaning of the construction of socialism. The core of politics is power, how to enhance the efficiency of power operation, how to fulfill the historical balance of fair and efficiency and how to make the operated on the track of serving the people with all heart and soul are the historical problems that should be settled immediately. The history has proved and will prove that constitutional reform and rule of law are unavoidable, the modern construction of country governed by law is the important content and main aim of the construction of political civilization, and it is also the institutional guarantee in realizing the national development, the prosperous and strong country, the stable and harmonious society. The modern political civilization is the unifying dialectically of fair and efficiency, so try to study Machiavelli ’power theory of non-ethical doctrine and disclose the historical fate of despotism of China and the west, get rid of thoroughly the strange circle of Sisyphus and transcend the ethical doctrine and non-ethical doctrine which has the great meaning of theory and reality in our construction of political civilization of today.更多还原
