【摘要】 论文从城市供水建设作为一种可经营的社会公共设施这一特殊项目属性以及我国有关的项目融资环境的改革出发,系统分析了城市供水项目融资现状,总结了我国城市供水项目融资实践,指出多渠道、多层次、多元化地筹集项目建设资金是保障城市供水事业可持续发展的根本途径。 论文在详细阐述城市供水项目融资决策系统的组成、程序、项目融资的环境因素和融资渠道的基础上,系统论述了城市供水项目融资决策中风险的识别、融资风险分析方法及风险管理的技术手段;基于融资决策的核心问题是融资结构的决策,论文给出了融资风险、融资成本与融资结构决策的相关关系;提出了项目融资决策的两阶段法:初步决策阶段选择融资渠道,最终决策阶段建立了基于预期融资成本的融资风险最小的融资结构决策模型,从而得出多渠道融资的最优融资方案。更多还原

【Abstract】 This paper is built from the urban water supply as a kind of special project attribute of social communal establishments that can be dealt in and the reform of project financing environment set out in our country, and the systematic analysis on the current situation of urban water supply project financing, summarizes the urban water supply practice, then points out the basic way that can ensure the sustainable urban water supply construction by raising the project fund through many channels and at many levels.The paper explains the financing risk analytical method and risk management technological means of risk in making policy in the project financing decision system on the basis of explaining systematic composition, the environmental factors of procedure, project financing and financing channel that the project financing of the urban water supply makes policy in detail. The key question of financing decision is the decision of the financing structure, the thesis provides the relevant relations of financing risks, financing cost and financing structure decision the paper describe the relation of financing risk and financing cost to financing structure decision; Have proposed two stage method of the project financing decision: Preliminary decision chooses the financing channel at stage, final decision set up the financing structure decision model with minimum financing risk under the anticipated financing cost of realizing at final decision stage, thus find the optimum financing scheme of multi-channel financing.更多还原
