【摘要】 21 世纪是知识经济的时代,科学技术是第一生产力,人才资源是第一资源,要实现我国全面建设小康社会的目标离不开这两大支柱。作为科学技术的主要载体和传播途径,人才资源已经成为各个地区为了实现经济可持续发展目标所要争夺的主要对象。2003 年,全国人才工作会议和江苏省人才工作会议相继召开,在这个背景下,2004 年初,南京市人才工作会议召开,会议确定了南京市的人才工作目标就是要力争在 5 年或更长一段时间内将南京打造成为国内有影响、国际知名的人才高地。 本文首先对相关背景与理论知识做了介绍,分析了南京市人才工作的现状,论证了南京市建设人才高地的必然性以及目前人才工作中存在的主要问题,用专家调研的方法建立了关于城市对人才吸引力的评价指标体系,通过层次分析法确定了各指标的权重,将之应用于实际评测,并对测评结果中南京市不够完善的地方有针对性的提出了一些改进措施。最后,本文建议性的提出了南京市建设人才高地的思想、原则、改革思路与政策举措。 本文是南京市“十一五”规划前期研究课题“构建城市科技创新体系与加快推进人才高地建设的思路与对策”的重要组成部分,该课题已经于 2004 年 10月通过了南京市发展计划委员会的验收,并得到了一致好评。更多还原

【Abstract】 The 21st century is the era of the knowledge economy, Science and technology is the primary Productivity, talent resources are the first resource, realize the goal that our country builds the well-to-do society in an all-round way not to do without these two major pillars. Making for the main carrier of science and technology and propagating way, talent resources have already become the main targets that each area fought for in order to realize the goal of sustainable development of economy. In 2003, national talent’s working conference and working conference of talent in Jiangsu Province were held in succession, under this background, at the beginning of 2004, talent’s working conference of Nanjing were held, meeting confirm that the goal of Nanjing talent’s working is to make Nanjing a international known talent highland in five or more years. This thesis has described relevant backgrounds and theory at first, analyzed the present situation in Nanjing, have proved the certainty that Nanjing builds talent highland, and the subject matter existing in talent’s work at present, have set up the evaluation index system to talent’s appeal of city with the method that the expert surveyed and studied, have confirmed the weight of every index through the Analytic Hierarchy Process, apply to assess and test it actually. Finally, this text put forward the principle, thought, goal and the Policy action that Nanjing builds talent highland. This thesis is the important composition of the previous research subject for Nanjing "eleven five" plans, and has pass the Confirmation of Nanjing municipal development planning commission in October of 2004, and has got unanimous favorable comment.更多还原
