非营利组织在社会化养老中的角色与功能分析

【摘要】 在我国经济体制和政治体制改革的大背景下,社会领域也经历了改革的浪潮,尤其是政府职能的转变,使一部分被“卸载”的职能转移到非营利部门,促使非营利组织迅速走向前台。截止到2000年,我国老年人口增长到1.32亿,占全国总人口的10%,达到老龄化社会的标准;到2020年,将达到2.3亿,占总人口的15.6%。这些触目的数字告诉我们一个不争的事实,即:中国已进入老龄化社会。怎样面对这场银色浪潮的冲击?仅靠传统的居家养老和依靠政府力量兴办的养老院弥补不了巨大的养老需求。探讨一种新型的养老模式,使其既满足养老机构生产的福利性质,又不违背市场规律,经济高效地提供符合大众养老需求的养老服务,是学术界的一个崭新的课题。非营利养老机构的出现,呈现出了一种新的解决问题的视角。本文分析的就是在我国进入老龄化社会这样严峻的形势下,非营利组织介入社会化养老,扮演着重要的角色,起着非同寻常的作用,并分析了非营利组织存在的一些问题,提出了若干意见和建议。 导言部分阐明了非营利组织进入中国社会领域和学术领域,是历史的趋势,是中国政府顺利实现职能转变的重要条件。老龄化的社会现实又促使非营利组织参与到养老事业领域,并独树一帜地发挥作用。理论综述部分系统地回顾了非营利组织的研究缘起,分析了非营利组织崛起的背景,阐明了福利非营利组织在福利社会组织体系中的地位,以及养老服务的公共物品性。通过分析我国养老供求的尖锐矛盾,深刻地体现出非营利组织参与社会化养老是势在必行的趋势。非营利组织还有着其他一些重要的角色,文章对其角色与功能进行了详尽的分析。最后通过一个案例的实证分析,初探我国非营利养老机构存在的一些问题,并针对这些问题提出了一些意见和建议。更多还原

【Abstract】 On the background of Chinese reform of economic system and political system social field experiences the tide of reform. Especially the transform of government function transferred a part of unloaded function to the non-profit department which makes non-profit organization on the front stage rapidly. Until 2000 aged population increased to 132 million, 10% of total population, which surpassed the standard of aged society. The numbers will be 230 million and 15.6% until 2020. These surprising numbers indicates China has stepped in aged society. How to face the impact of silvery tide? Traditional supporting old in house and warehouse founded by government can not meet the huge demand of the old. Exploring a new mode of supporting the old is a task of academic field. The non-profit beadhouse provides a view of the solution. This thesis analyses that the non-profit organization plays important role in the field of socialized supporting the old , the problems the the non-profit beadhouse has and the ideas and suggestion.The part of introduction elaborates that it is the history trend that the non-profit organization enters the social and academic field. Aged society also promotes the non-profit organization takes part in the project. The part of theory summary reviews the origin of the non-profit organization and analyses the background of the rise of the non-profit organization, its status in the social welfare system and the character of pubic goods. By analyzing the supply and demand contradiction of Chinese the thesis makes it clear that it is the inevitable trend that non-profit organization taking part of supporting the old. This thesis also elaborates other important roles and function of non-profit beadhouse. At the end of thesis the author try to bring out the problems of Chinese non-profit beadhouse and provide the suggestion about them.更多还原
