试论我国中小企业引进外资

【摘要】 中小企业已经成为我国国民经济中的一支重要力量。但是,中小企业在发展过程中仍然存在着许多问题,比如融资难、技术水平低下等等,这些问题制约着中小企业的持续发展。当前,我国是世界上吸引外商直接投资最多的国家之一,如果中小企业能够充分地利用外资,就可以在一定程度上解决中小企业存在的问题,这也正是本文研究的目的。 全文共分为五章: 第一章首先对中小企业作一般介绍,国外和国内对中小企业的界定,我国中小企业的发展历程和发展中存在的问题。 第二章介绍了外商直接投资的含义以及我国中小企业利用外资的现状。 第三章重点阐述了我国中小企业吸引外资的重大意义,主要包括:(1) 缓解融资压力;(2) 提高技术和管理水平;(3) 增加就业机会;(4) 扩大出口规模;(5)拓宽利用外资的空间。 第四章主要分析了影响中小企业吸引外资的有利和不利因素。影响我国中小企业吸引外资的有利因素主要包括:(1) 今后10年中国吸收外商直接投资将保持稳步增长态势;(2) 劳动密集型工业行业将继续成为外商投资企业比较集中的领域;(3) 第三产业利用外资的增长速度将不断加快;(4) 我国经济增长具有可持续性;(5) 更多外商关注我国中小企业。影响我国中小企业吸引外资的不利因素主要有:(1) 信息不对称;(2) 中小企业在发展过程中自身存在许多不利条件;(3) 政策扶持不够。 正是由于我国中小企业吸引外资具有非常重要的意义,而中小企业在吸引外资过程中又存在着不利的因素,所以,第五章主要是针对这些不利因素提出了一系列的对策建议:(1) 建立完善的中小企业资信评估体系;(2) 建立中小企业自律体系;(3) 建立完善的法律系统;(4) 建立中小企业社会化服务信息网络系统;(5) 大力发展中小企业产业群。 针对中小企业在发展过程中存在的问题,国内外学者提出了一系列解决的办法,在一定程度上缓解了中小企业存在的问题,例如有些学者提出建立中小企业信用担保体系来解决中小企业存在的融资困难问题,但是就融资过程中担更多还原

【Abstract】 The medium-sized and small enterprises (MSE) have already become an important force in the Chinese economy. However, many problems such as the lacking of financing and the low technological level still puzzle the MSEs. These problems hamper the development of MSEs. Currently China is one of the countries that are attracting the most foreign direct investment (FDI) in the world. If the MSEs can make the best of the foreign direct investment, to a certain extent, they can solve the problems of Chinese MSEs. It is just an aim of research in this thesis.This thesis can be divided into five chapters:The first chapter introduces MSE briefly in the beginning. The implication of MSE at home and abroad, the course of Chinese MSEs development and the problems in the course of development.The second chapter introduces the implication of FDI and the actual situation that Chinese MSEs make use of the foreign direct investment.The third chapter lays emphasis on the significations of Chinese MSEs attracting FDI. first, it alleviates the pressure of financing. Second, it improves the technological and managerial level. Third, it increases employment. Fourth, it improves the exports. Fifth, it expands the space of making use of the foreign investment.The fourth chapter mainly assays the favorable and unfavorable factors which affect the attraction of FDI. In the following ten years China will keep the stable growth of attracting the foreign direct investment. The labor-intensive industry will continue to be a sector which can attract more FDI. In tertiary industry the growth rate of making use of the foreign investment will continually accelerate. The economic growth is continuous. More foreign investors are paying attention to the MSEs in our country. All these factors above are favorable factors. However, because of the information asymmetry, many disadvantages of MSEs themselves and lack of the policy support, it is difficult for MSEs to attract FDI.Because of the great significations of attracting FDI and the existence of unfavorable factors, in the last chapter the author suggests as follows, in the first place, we can set up the complete MSE credit evaluation system. In the second place, we can establish the MSE self-discipline system. In the third place, we can establish the complete legal system. In the fourth place, we can establish the MSE socialized service message network system. In the last place, we can greatly develop the MSE industry cluster.For the problems of MSEs many domestic and foreign scholars put forward a series of solutions which alleviate the problems of MSEs. For example, some scholars think the MSE credit guarantee system can make the MSEs use funds easily. But the nature of the guarantee organization and the source of the funds and the risks and so on are difficult to be solved in a short period. Recently China succeeds in attracting FDI in spite of quantity and quality. The innovation of the thesis is that it create a new way to improve the quality of the MSEs(such as technology, management and talent) and to alleviate the difficulty of funding according to the actual situation and the developing tendency of attracting FDI in our country. This thesis mainly makes use of a good deal of data and discusses deeply the problems of MSEs from every aspect.更多还原
