辽河油田勘探局物资战略采购体系的研究

【摘要】 随着市场竞争的日益激烈,致力于采购供应成本的降低是企业新的利润来源。为了让辽河油田勘探局更好的发展,提高物资采购供应质量,本文在对辽河油田勘探局内外部环境及其现有采购供应物流管理现状进行分析的基础上,指出了存在的主要问题:二级单位对统一采购不支持、采购成本高、物流管理信息化程度低以及仓储和运输资源没有充分利用。在充分论述了战略采购对辽河油田勘探局的重要性后。提出建立辽河油田勘探局物资战略采购体系,坚持统一采购是物资公司良好发展的前提条件。在此基础上首先改良招标采购过程,然后优化库存管理,加强物资和供应商的管理,和战略型供应商建立合作伙伴关系,努力做到及时采购,及时供应。作为保证辽河油田物资战略采购体系的措施,建立物资管理信息系统,使得二级单位、物资公司和供应商之间的信息沟通更快捷;完善采购管理的激励和约束机制,增强职工的责任心,保证物资采购工作的阳光性;利用物资公司及各二级单位库房、车队,成立盘锦地区物流中心为物资公司提供新的利润来源,并且安置富余人员,保证了辽河油田勘探局的稳定发展。更多还原

【Abstract】 The market competition is increasingly intense and to reduce the supply cost become the new profits source. For the improvement of supply and better development of The LiaoHe oil-field Exploration Bureau, this text studies the inside and outside environment and the present supply logistics management situation of the Bureau, find out the main problem: nonsupport of second class unit to joint purchase; high Purchase cost, low level of informatization of logistics management and poor use of warehousing and transportation resources, then using supply chain management theories and modern strategy purchase management theories, put forward the development layout of the supply company. To insist on uniform purchase is the prior condition of the good development, and then enhance the management of the supplies and suppliers, establish strategy colleague relation with the main suppliers, try to implement JIT purchase and JIT supply; Establish the supplies management information system, making information communication between second class unit, supplies company and the suppliers more convenient and faster. Perfect the mechanism of restriction and prompting of purchase management, strengthen the employees’ responsibility, guaranteeing the open of supply work; make use of warehouse and vehicles which used belonging to the supply company or its second class units to establish PanJin logistics center which would be a new profit field for supply company, make good arrangement for the remaining personnel ensuring the stability development of LiaoHe oil-field Exploration Bureau.更多还原
