【摘要】 自主经营、自负盈亏的管理理念里,企业成本与质量的有效结合可以产生可观的经济效益,但在电厂检修管理中却存在很多不完善的地方,其主要原因是:在电厂的实际运行中,最关注的是电厂机组的安全运行和按计划发电供电,这样对检修管理的检修成本的关注程度就不够;在电厂检修管理中,检修的质量标准基于文档形式的居多,在实现计算机统一的管理方面存在不尽意的地方,并且也没有更好的量化来便于机—机传输和机-机管理。 本文对电厂检修系统中的成本和质量管理作了调研后,并以元宝山电厂作为研究对象,通过客户需求分析、所需算法的研究和实用化功能设计,开发了适合电厂检修使用的成本管理与质量管理系统。在检修成本管理中,使用从下而上的成本估计法对成本进行计划预算,使用成熟的挣值法跟踪分析实际成本的走向,并对后续成本作预测;在质量管理中,对电厂检修质量标准进行量化处理,并设计完成电厂检修中的分项目质量评估和总体质量评估系统,给决策者提供了一个有效的数据参考。更多还原

【Abstract】 In the conception of management by oneself, profit and loss by oneself,the effective coalescence of Cost and quality management will produceconsiderable economic benefit. However cost and quality management has beenimperfect as for overhauling of the electric power plants. At one side of costmanagement, the decision-makers care of whether the electric power plantsoperate smoothly or not, so that the attention of the overhaul cost is not enough.At the other side of quality management, the most document levels are so muchthat it is not as our wishes for transmitting and managing withComputer-Computer. On the base of the investigation of YuanBaoShan Electric power plants, thispaper emphasizes the importance of the overhaul cost and overhaul qualitymanagement. The paper designs to make a cost scheme budget by the estimatedway from down to up, track the actual cost based on EVM(Earned ValueAnalysis) technique and analysis the future cost trend. Of course the paper alsodesigns to evaluate the sub-project and the whole project after the paper dealswith the document quality levers to measure.
