社会资本理论视角下的地方政府绩效研究

【摘要】 地方公共事务的管理应看成是一种治理的过程,这个过程是一个比地方政府范围更大的对话空间,实践证明丰富的社会资本有助于减少社会的等级关系,增强公民社会的自治能力,降低社会的治理成本。实际上地方政府的绩效并不主要是由“内在”因素决定的,如特定政务官的战略和选择,而是由“生态性”因素,如一个地区的社会和经济结构,或者公民传统,起着更为重要的作用。丰富的社会资本使集体行动成为可能,并容易形成民众与政府良性互动的地方治理模式,有利于降低政府的管理成本,提高地方政府绩效。而这种良好的互动合作关系的道德基础便是渗透在它们中间的相互信任与积极的合作态度。良好社会资本的获得,意味着公众能够协调、有效地实现各自行动目标,意味着社会效率和社会活力同现于社会。基于这种认识,本文认为地方政府应大力加强社会资本的培育与重建。没有社会资本重建这一有效社会动员机制的保证,地方政府的良好绩效也不可能实现,因为良好的地方政府绩效的实现需要公众有活力和有效率的参与,需要丰富的社会资本作为基础。更多还原

【Abstract】 The local management on public affairs should be regard as a progress ofgovernance which embrace a larger dialogue space than a local government does.Practice has proved that abundant social capital will simplify the gradations, enhancethe governance capability of the civil society and cut the govern cost for society.Actually, the performance of local government is decided not by the ‘inner’factorslike the strategy or choices of special officers, but by the ‘ecotypic’factors such as thesocial and economic structure of a region, or civil tradition, etc. Abundant socialcapital makes it possible to take collective action, and thus cut the management costfor governments and improve the local performance by making it easy to form goodlocal governance mode which provide chances for the public and the governmentcommunicate mutually.The moral basis of this good cooperation relationship is thatthey have positive attitude to cooperation and they trust each other. It means the publiccan achieve their aims and means the social efficiency and activity can be realized insociety if the good social capital can be gained. Thus we conclude that the governmentshould reinforce the foster of social capital. If we don’t have the guarantee of thereestablishment system of social capital,the local government can’t achieve goodperformance .The good performance need the participance of the public and needabundant social capital as the basis.更多还原
