【摘要】 城市是现代文明的标志,是经济、科技、文化、教育的中心。工业化、信息化和城镇化是我国现代化建设的重要途径。城镇化与经济发展密切相关,其发展水平归根结底取决于一个地区工业化发展水平和经济结构,同时,城镇化的健康发展又会促进经济的快速发展。 陕西省是我国西部地区的重要省份,在国家实施西部大开发战略中担负着重要的作用,面临着较大的发展机遇。但陕西省近年来城镇化水平与速度和全国的差距非但没有缩小,反而在逐渐扩大,与陕西建设西部地区经济强省的发展目标不相适应。 本文通过对陕西省城镇化历史进程的研究,分析了陕西省城镇化发展中存在的主要问题,提出陕西省目前进入城镇化加速阶段的启动时期。就今后陕西省加快城镇化发展的提出了阶段性建议。 陕西省城镇化存在的主要问题:(1) 城镇化落后于工业化。城乡经济发展差别巨大,地区发展不平衡,二元经济结构十分明显,城镇化滞后于经济发展。(2) 城镇化发展存在明显的地区差异。城镇化和工业化水平相关性很高,全省城镇化水平最高的地区为关中,其次为陕北,最低的为陕南,同一区域内,由于工业化水平的差距而导致城镇化水平的差异也很显著。(3) 城镇建设质量和水平不高。城镇规模梯度不合理,城镇布局呈现关中稠密,陕北、陕南稀疏的地理分布,城镇基础设施建设水平较低的现象普遍存在。(4) 城镇建设特点不突出,城镇风貌雷同,传统遭到破坏。(5)城市土地资源利用不合理。(6) 社会保障体制不健全,城乡人口自由流动西安理工大学工程硕士学位论文缺乏机制保障。 陕西省城镇化发展对策建议:(1)走可持续发展的城镇化道路,体现以人为本的科学发展观。(2)建立适合政策‘、社会保障政策等公共政策,促进人口合理流动,提供人口转移的制度保障。(3)当前阶段应实施不均衡的发展战略,集中发展关中城镇群和陕北能源重化工基地城镇群两个区域。(4)构建合理的城镇体系,为城镇化的健康发展提供可靠的空间载体,在城镇体系建设中尤其要重视中等城市的建设。(5)加快基础设施建设,增强城镇功能。关键词:城镇化经济发展城市建设政策更多还原

【Abstract】 City is not only the sign of modem civilization but the center of economy, culture, education, science and technology. Industrialization, informationizaion and urbanization are the important methods of modernization construction in our country. It has close relation between urbanization and economy developing which the former’s developing level is decided by the industrialization developing level and economy structure in local area. At the same time, the healthy developing of urbanization will accelerate the fast developing of economy.Shaanxi province is the important western province which takes vital action in stratagem of development in western China and faces great developing opportunity. However, the difference of urbanization level between Shaanxi province and that of whole country’s average is not decreasing but increasing gradually which is not suitable to the aim of building economic powerful province.In this paper, according to the research of urbanization history processing in Shaanxi province, author analyses main problems during the period of urbanization development, brings forward the start time of entering urbanization acceleration stage and presents some beneficial advices for speeding urbanization developing in Shaanxi province.The main problems of urbanization in Shaanxi province is shown in following: (1) Urbanization is lagged behind industrialization. The difference between urban economy and rural economy is very large, economy developing is unbalanced in different area, binary economy structure is clear and urbanization is draggled behind economy development. (2)Urbanization development has obvious region difference. The pertinence between urbanization and industrialization in Shaanxi province is very high which the highest level of urbanization is located in middle region of province, next is north region, the lowest is south region. Moreover, even in the same region, thedifference of urbanization developing level caused by the gap of industrialization is remarkable. (3)Urban construction quality and level is not high. Because the grads of urban scale is not reasonable, the urban geographical layout is presented that middle region is denseness while the south and north region is sparseness. The phenomenon of low construction level of urban base installation is very common. (4)The characteristic of urban construction is not outstanding, the scene of cities is similar and the tradition is destroyed. (5)The utilization of urban land is illogical. (6)Social security system is distempered and population flowage in urban and rural area lacks system guarantee.The countermeasures of urbanization development in Shaanxi province is advised that (1) Enforcing sustainable development route and expressing science developing view of regarding human as foundation. (2)Establishing suitable commonality policies such as domiciliary register and social security policy etc. to promote population reasonable flow and offer system security of population transfer. (3) Implementing unbalanced developing stratagem in current time to mainly develop city groups in middle region and north region of whole province. (4)Constructing rational urban system and supplying reliable space carrier for the healthy development of urbanization. It should be emphasized on the construction of middle scale cities.
