区域水资源承载能力研究

【摘要】 水资源是极其重要的自然资源和战略性经济资源。随着社会经济的快速发展,水资源短缺和水环境恶化问题日益显现出来,水资源已成为制约社会经济和生态环境可持续发展的关键因素之一。开展水资源承载能力研究具有重要理论意义和实用价值。 本论文在总结国内外现有研究成果的基础上,探讨了水资源、社会经济发展和生态环境之间的相互作用关系以及提高水资源承载能力的主要措施,建立了水资源承载能力的评价指标体系和多目标评价模型,为研究区域水资源的承载能力提供了一种可行的方法。论文的主要内容包括: 1.利用已有的研究成果,分析了水资源承载能力的概念和内涵,总结了当前研究中存在的主要问题。 2.探讨了水资源、社会经济发展和生态环境之间的相互作用关系,指出三者复合的大系统最合理的发展方式是以水资源的可持续利用支持社会经济和生态环境的可持续发展。 3.根据可持续发展理论的内涵以及对可持续发展与承载能力的关系分析,指出可持续发展理论是水资源承载能力研究的基本原则。 4.研究了增强水资源承载能力的主要措施。包括:(1)加强农业节水;(2)加强工业和城市节水;(3)加强水体污染的防治;(4)多渠道开源;(5)改革水资源的管理体制和水价政策。 5.从社会经济系统、生态环境系统和水资源系统三个方面建立了水资源承载能力的评价指标体系。 6.构建了水资源承载能力研究的多目标评价模型,并分析了模型的求解方法。 7.利用建立的评价指标体系和多目标评价模型对Z市的水资源承载能力进行了实例研究。 8.对全文进行扼要总结,并提出一些合理建议。

【Abstract】 Water resources is of the wondrously important natural and strategic economic resources. With the rapid development of society and economy, the problems on lack of water resources and deterioration of water environment are increasingly appearing. Water resources becomes one of key factors in sustainable development of social economy and ecological environment. Conducting research on water resources carrying capacity has very important significance for theories and great value in practice.On the basis of summarizing the existing research results at home and abroad, the interactive contacts among water resources social and economic development and ecological environment as well as the major measures to enhance water resources carrying capacity are explored in this dissertation. While the evaluation index system and the multi-purpose evaluation model for studying on district water resources carrying capacity are also proposed, which provide a feasible method for research on carrying capacity of district water resources. Major content is as follows.1. The major problems in current study are summed up by making use of the existing research results and analysing the concepts of water resources carrying capacity and its connotation;2. The interactive contacts among water resources social and economic development and ecological evironment are addressed. The most reasonable development manner for the large complex system consisted of these three parts is depending on the sustainable use of water resources to support the sustainable development of social economy and ecological environment;3. According to the connotation of sustainable development theory and the analyses of relation between sustainable development and carrying capacity, the sustainable development theory is pointed out as the basic principle of research on water resources carrying capacity,4. The main measures are studied to enhance water resources carrying capacity, including strengthening agricultural water saving, reinforcing indusrial and urban water saving, intensifying the prevention and treatment of water body pollution, exploring sources in various channels and reforming management system of water resources and policies of water price;5. The evaluation index system of water resources carrying capacity is established in three aspects that are social and economic system, ecological environment system and water resources system;6. The multi-purpose evaluation model for research on water resources carrying capacity is formed and the methods of asking for its results are analyzed ;7. The research on water resource carrying capacity of Z City as an example is done by making use of the established evaluation index system and multi-purpose evaluation model;8. A concise summary of the whole dissertation is carried out and some reasonable suggestions are put forward.
