【摘要】 自1987年世界环境与发展委员会在《我们共同的未来》报告中正式提出“可持续发展”概念以来，立即引起了世界各国和国际社会的共识与关注。然而，可持续发展战略的实施进展如何?如何对一个城市发展水平进行度量?如何对城市可持续发展水平进行科学地评价?就成了各级决策人员和公众日益关注的问题，这也是可持续发展领域的前沿问题。为了对城市可持续发展水平进行科学地评价，首先必须建立一套合理的评价指标体系。目前，整个可持续发展指标体系的研究仍处于探索阶段，国际上并不存在一个统一、规范的城市可持续发展评价指标体系。我国可持续发展指标体系研究中还存在着许多问题，远远不能满足城市可持续发展评价的需要。本文从可持续发展的概念出发，探讨了可持续发展的内涵，并对城市可持续发展系统的构成要素及其相互关系进行了分析。然后，针对现有城市评价指标的缺陷，结合指标体系的构造方法，提出了一套具有全面性、简明性，而又体现可持续发展内涵的评价指标体系。在系统评价方法中，主要对多指标综合评价方法做了介绍。最后，运用上述指标体系的分析、评价方法，对烟台市可持续发展总体水平进行了评价。根据评价结果分析，提出了该城市可持续发展的具体措施和建议。更多还原

【Abstract】 Since it was formally put forward by the World Commission on Environment and Development in the report of Our Common Future in 1987, the definition of "sustainable development" has aroused the common interest and concern of the world community. Then how is the implementation and development of the strategy of sustainable development? How will the city development be assessed? In other words, how will the city sustainable evelopment be evaluated? This problem, which is the forward problem in the field of sustainable development, has aroused the increasing concern among the policy-makers at all levels as well as the public. A feasible evaluation indicator system must be worked out in order to scientifically evaluate the sustainable development of a city. The research of the indicator system of sustainable development is still under exploration, and there is no integrated and standard evaluation indicator system available in the world. There are many problems in the research of the indicator system of China, which cannot fulfill the need of the evaluation of city sustainable development.This thesis introduces the conception of sustainable development, probes into its essence, and analyses the ingredients of city sustainable development system and their interrelationship. And then, to overcome the drawbacks to the present evaluation indicators, the thesis, according to the construction methods of the indicator system, puts forward a comprehensive and concise evaluation indicator system, which will embody the essence of sustainable development. As for system evaluation methods, it focuses on the introduction to the multi-indicator comprehensive evaluation method. The last chapter evaluates the overall sustainable development of Baishan City by using the above-mentioned indicator system framework as well as evaluation and analysis methods, and consequently puts forward a policy for the sustainable development of this city, which is based on the analysis of the evaluation results.更多还原
