【摘要】 在知识经济条件下,国家间的竞争前移至基础研究领域,基础研究的国家利益突出。作为一种国家重要的战略资源,基础研究具有明显的国家目标导向性。当前,基础研究绩效评估已经成为现代科研管理的重要手段,受到了越来越广泛的关注。其中,对国家战略性基础研究实施绩效评估已迫在眉睫。国家战略性基础研究是围绕与国民经济和社会发展以及科学自身发展等重大的科学问题而开展的基础研究工作。国家战略性基础研究的绩效评估不仅要评价其创新性成果的科学价值,更要评估其广泛的社会经济价值。依据这种绩效评估要求,明确国家战略性基础研究的绩效目标和绩效标准是实施其绩效评估的前提。这样,在特定绩效目标和绩效标准的指导下,从多个角度全面遴选评估国家战略性基础研究的绩效指标,并构建一个包含科研投入、科研性能、科研成果和科研影响的合理有效的绩效指标体系,是国家战略性基础研究绩效评估要解决的核心问题。基础研究的绩效评估是一个全新的系统工程,目前只处于其发展的初级阶段,还需要得到不断的发展与完善。不仅如此,传统基础研究的界定及其固有缺陷已根深蒂固,这更加大了基础研究绩效评估的难度。本文对国家战略性基础研究的绩效评估所展开的这些讨论,只是在基础研究的绩效评估方面走出的一小步,有待在实践中逐渐完善。更多还原

【Abstract】 Competitions among countries have been moving forward to the field of Basic research in the era of knowledge-based economy, and national interests are prominently reflected in its basic research activities. As one of the country’s important strategic resources, basic research, therefore, has a distinct orientation towards the nation’s strategic target. Performance appraisal for basic research has become a very important means of R&D management, and being widely concerned nowadays. And evaluating the performance of the nation’s strategic basic research is even more urgent.The strategic basic research of the nation is a type of basic research, which aims at some significant science issues concerning the national economy, social development and the development of science itself as well. Performance evaluation for the nation’s strategic basic research not only deals with the science value of its innovative outcome, but the comprehensive social economic value of its impacts. What to do first, according to the requirements of such performance evaluation, is to define the performance objective and performance criterion of the nation’s strategic basic research. Under the guidance of the specific performance objective and performance criterion, the most essential task of evaluating its performance is to carefully select its performance indicators through different point of view and construct a reasonable and effective indicator system to evaluate its input, efficiency, outcome and impact as well.However, performance evaluation for basic research is an entirely new systematic work, and only at its infancy, thus needs further improving. Furthermore, traditional definition for basic research has been rooted among science with its limitations, which adds more difficulties concerning the performance evaluation for basic research. What has been discussed in this thesis about performance evaluation for the nation’s strategic basic research is just a beginning in the course of performance appraisal for basic research, which also needs practical improvements and amendments towards its maturity.更多还原
