【摘要】 中小型企业在我国国民经济和社会发展中发挥着重要作用,他们创造了大量的工业总产值、吸纳了众多的就业人口,并且在一定程度上促进了社会化大生产。改革开放以来,中小型企业发展虽然很快,但是所处市场环境并不乐观。在市场经济条件下,特别是我国加入WTO以来,企业间的竞争日趋激烈、买方市场日益强化、跨国公司大量进入,给中小型企业带来了巨大的压力。在当今知识经济时代,技术创新已经成为企业生存和发展的重要因素,企业间的竞争已由过去的以资本实力为主转变为以技术创新实力为主,中小型企业要想在激烈的市场竞争中立于不败之地,唯一出路就是进行技术创新。近些年来, 中小型企业的技术创新状况较以前有所改观,但创新效果仍不明显,创新过程中存在很多障碍。这里面既有企业自身的原因,也有外部环境的原因,如不加以排除,技术创新效果不可能得到改善。本文正是从企业自身和外部环境两个方面着手,分析影响中小型企业技术创新的种种障碍因素,包括技术创新观念落后、技术创新要素缺乏、企业内部管理不善、市场竞争不规范、政府宏观管理滞后、技术创新法律体系不健全、技术创新社会化服务体系薄弱等,并对技术创新本身所具有的风险也做了一定的分析。针对这些不足,文章最后提出了促进中小型企业技术创新的对策。本文所做的工作主要有:(1) 依据科技部和国家统计局联合进行的企业技术创新调查所得数据,对我国中小型企业的技术创新进行了实证分析。(2) 从企业自身和外部环境角度对影响中小型企业技术创新的障碍因素做了较全面的分析。(3) 对一些障碍因素存在的原因做了深入的研究,例如创新人员的缺乏和资金短缺等方面。更多还原

【Abstract】 Middle and small-sized enterprises (abbr. MSSE) play an important role in national economy and social development of our country. They have created plentiful industrial output, admitted numerous employees and accelerated social production to a degree. Since reform and opening, MSSE develop quickly, however, the market environment where MSSE are located is not sound. Under market economy, especially after China has joined WTO, the competition among enterprises becomes more and more tense, the buyer market strengthens increasingly and lots of multinational corporations have entered China, MSSE are confronted with tremendous pressure.In the era of knowledge economy, technological innovation is an important factor to the survival and development of enterprises. The competition among enterprises mainly lies on technological innovation capability instead of capital capability. To survive successfully in fierce market competition, the only way for MSSE is to develop technological innovation. Compared with the past, the condition of technological innovation of MSSE has improved a lot, but the innovation result is still unsatisfactory. There exist all kinds of obstacles in the process of innovation, some from enterprises themselves and other from exterior environment. In order to improve the innovation result, these obstacles must be removed.Just from the enterprises themselves and exterior environment, the paper analyses the obstacles, including innovation notion, lacking innovation elements, noneffective interior management of enterprises, nonstandard market competition, delayed micromanagement, unsound law system and imperfect social service system. In addition, the paper analyses the innovation risk. Aimed at the obstacles, strategies are put forward in the end.The paper has done the following work: (1) based on the survey done by ministry of science and technology and national statistical bureau, making an empirical analysis of <WP=6>technological innovation of middle and small-sized enterprises in China. (2) analyzing the obstacles from the perspectives of enterprises themselves and exterior environment.
