【摘要】 电力工业是先行工业,是国民经济发展和腾飞的基础。电力工程招标投标制是我国电力工程管理体制的一项重大改革,是加强电力企业市场管理的重要环节。自推行招投标制以来,我国已经初步形成了一个电力市场管理框架,目前正朝着统一、开放、有序竞争的方向发展。投标是市场竞争中最普通、最常见且行之有效的竞争方式。实行招标投标制度,对加强企业管理,确保工程质量、缩短工期、控制工程造价、优化资源配置等都起到了重要作用。北京供电工程公司是大型送变电工程综合性施工企业,在过去计划经济体制下,北京供电工程公司的施工任务是靠上级单位计划分配,完成项目的多少与企业的经济效益无特别直接的关系。在开放的电力市场环境下,企业需要参与市场竞争来获取工程项目,企业的利润靠完成项目实现。工程投标是北京供电工程公司参与市场竞争的主要方式,电力施工企业的投标工作在一定程度上是企业实现自身发展策略的起点,认清今后市场发展形式,作好市场定位是企业面临的主要问题。本论文是作者在深入了解北京供电工程公司投标工作的基础上,从电力施工企业的角度,对北京供电工程公司的投标工作进行研究和探讨。包括对北京供电工程公司的企业介绍,外部市场分析、行业内部分析、企业的优劣势分析、企业面临的外部威胁、工程投标项目的优选、项目成本分析、风险预测、投标报价分析与评估,以及分析投标报价与企业成本的关系。在获得大量信息的基础上,通过决策分析、盈亏分析和敏感性分析方法来确定北京供电工程公司的投标策略。在文章的最后总结了公司的一些投标策略与技巧以及北京供电公司对未来投标工作的展望等。本文研究的主要成果是解决企业哪些项目参与投标和“怎样投标”的问题。对一些由计划经济向市场经济过度的企业,包括天然气、市政及新兴的通讯等行业的投标工作有参考价值。更多还原

【Abstract】 Electric power industry is a vanguard industry and the basis of the development and grandness of the national economy. The system of invitation and submission of bids of power engineering is a great reform in the national management system of power engineering and an important link in strengthening the market supervision of the electric power business. Since the introduction of the system of invitation and submission of bids, our nation has already fundamentally established a framework of market control of electric power. At present, it is moving towards a unified and open market system with orderly competition.Submission of bids is the most common, frequent and effective competitive mode in the market competition. Carrying out the system of invitation and submission of bids plays an important role in strengthening business management, guaranteeing engineering quality, reducing the term of works, controlling the construction costs and optimizing the resource allocation.Beijing Power Supply Engineering Corporation is a large-scale comprehensive construction enterprise of delivering power transformation engineering. In the past, under the system of planned economy, the construction assignments of Beijing Power Supply Engineering Corporation were planned and distributed by superior units. The amount of finished projects had no special and direct links with the economic benefits of the enterprise. In the open market environment of electric power, the enterprises are required to participate in market competition to acquire engineering projects. The profits of the enterprise are achieved by the finished projects. Project bids are the fundamental mode of participating in the market competition of Beijing Power Supply Engineering Corporation. To certain degree, tender projects of the electric power construction enterprises are the starting point of the realization of the enterprise’s own development strategy. Recognizing the future mode of the market development and doing the best to orient markets are the primal problems confronted by the enterprises. On the basis of the author’s making a thorough analysis of the tender projects of Beijing Power Supply Engineering Corporation, the dissertation <WP=5>investigates and discusses the tender projects of the Corporation from the perspective of the electric power construction enterprises. The dissertation consists of the enterprise introduction to Beijing Power Supply Engineering Corporation, the exterior market analysis, the internal analysis of the vocation, the analyses of the advantages and disadvantages of the enterprises, the external threats confronted by the enterprise, the optimization of the project bids, the analyses of project cost, risk profile, the analyses and evaluation of tender offer as well as the analyses of the relations between the tender offer and business cost. Based on obtaining a great deal of accurate information, by means of decision analysis, gain and loss analysis and sensitive analytical methods, the bid strategies of Beijing Power Supply Engineering Corporation have been formed. At the end of the dissertation, the author has concluded some bid strategies and skills as well as the prospect of the future tender operation of Beijing Power Supply Corporation.The dissertation focuses on solving the problems of which project bids the enterprise should participate in and how the enterprise practices the bids. As for the bids of some enterprises which develop from planned economy to market economy, including such vocations as natural gas, municipal administration and rising communications, this dissertation has certain reference value.更多还原
