【摘要】 空中交通管理系统是航空运输和国土防空的重要组成部分,也是确保航空运输发展和国土防空安全的基础。空中交通管制区域的结构与空中交通管理系统的组织结构、运行机制和军民航协调等方面内容密切相关。本文对空中交通管理系统的沿革、空中交通管理体制和民航空中交通管理系统的现状进行了描述,概略介绍了航空发达国家空中交通管理系统的发展状况并分析了发展趋势。在此基础上,分析了我国空中交通管理系统面临的全球竞争形势,以及自身的优势、制约因素和威胁、需求与驱动力、不确定因素等发展环境。根据全球竞争形势和自身发展环境的分析结论,本文提出了民航空中交通管制区域重组的战略目标:在空域分类划设的基础上,逐步建立航路交通管制区、终端和进近管制区、机场塔台管制区的三级管制区域结构;建立相应的航路交通管制中心、终端或者进近管制中心、机场塔台管制室的三级管制机构;通过建立合理的备份机制,逐步减少航路管制中心的数量,提高管制中心的运行服务质量。本文系统地阐述了对管制区域重组战略目标所涉及的各子系统的考虑,重点分析了民航空中交通管理系统的运行体制、文化重组,并对战略实施过程进行了设计。空中交通管制区域的重组战略问题必须抛开部门利益的制约,站在国家利益的高度上,宏观长远地谋划。本文根据战略管理的思想和理论,通过对各种因素的分析提出的观点,对于制定和实施国家空中交通管制区域战略重组具有参考价值,对于从事民航空中交通管理具体工作有着一定的借鉴作用。更多还原

【Abstract】 The Air Traffic Management (ATM) system is a very important component of air transportation and air defense, and also the cornerstone of ensuring the development of air transportation and the security of air defense. The structure of the air traffic control areas is tightly related with the organization structure, operation mechanism of ATM system and the coordination between civil aviation and military. This paper described the evolution and system of national ATM, and also the situation of ATM system of civil aviation. The paper then analyzed the global competition and developing environments of ATM system of Sino civil aviation, including the strength, weakness, opportunity and threat.Based on the conclusion of global competing situation and developing environments of ATM system of Sino civil aviation, the paper put forwards the objective of the strategic reorganization of civil aviation air traffic control areas. The objective is, based on the classification of airspace, to establish an En-route Control Area, Terminal/Approach Control Area, Airdrome Tower Control Area three-grade air traffic control areas; and then to establish an En-route Air Traffic Control Center, Terminal/Approach Air Traffic Control Center, Airdrome Tower Control Center three-grade air traffic control organization; To establish a reasonable backup mechanism and reduce the number of En-route Air Traffic Control Centers, finally to improve the quality of air traffic services. The paper integrally expounds the considerations to all ATM subsystem related to the strategic reorganization of air traffic control areas, and especially analyzes the operation system, culture reorganization of the Sino civil aviation ATM system, and designs the implementation and control program of the stratagem It must abandon the restrictions of department’s interest and stand on the state’s point, macroscopically take a long view of the reorganization strategic problem of air traffic control areas of Sino civil aviation. The viewpoints in the paper which were put forward basing upon the ideology and theories of strategic management and the analysis of all factors related, would have referenced value for the developing and implementing of state’s air traffic control areas reorganization strategic, and also would be used for reference by persons who are engaged in specific ATM works.更多还原
