【副题名】社会转型期城市居住区公共设施合理化配置研究

【摘要】 居住区公共服务配套设施的完善程度与居民生活质量的高低密切相关, 也直接关系到居民对社会状况的满意程度, 在注重社区发展的今天, 居住区公共配套的社会效益和经济效益将直接影响到城市社区甚至城市的健康发展。随着我国计划经济体制的解体和社会主义市场经济制度的确立, 城市居住区的发展进入一个崭新的时期 居住区的开发方式发生了根本性变化, 与此同时 社会结构分化公共服务产业初见雏形, 居住区各类配套设施的运作模式也发生了不同程度的分化。 我国现阶段对居住区公共配套建设实施的控制体系是在计划经济时期形成的, 其形成的基础在市场经济发展的今天已经发生了很大的变化。 这一套控制体系已经跟不上城市居住区的发展 其控制方式已经不能适应现实条件的变化, 在实践中, 越来越难以对居住区开发实施合理和有效的控制引导。目前国内学术界在居住区公共配套领域的研究还不够充分和系统, 已发表的学术成果对居住区公共配套的研究集中对指标体系具体调整方式的探讨上, 并没有对其基础性框架的合理性进行深层次的讨论, 也缺乏对指标体系以外居住区公共配套合理控制手段和合理运作方式的探讨。本文的研究主要围绕着在现阶段如何有效的对城市居住区的公共配套进行有效的引导而进行, 从研究城是居住区公共配套的差异性入手, 主要研究内容包括:1. 对现行指标体系的评价, 通过对居住区公共配套的分类研究, 检验现行指标体系控制的有效性, 并对合理控制体系的建构原则和建构方式提出建议。2. 对现行配套运作方式的评价, 通过引入社会学的研究成果, 研究公共配套的分布规律与其服务内在特征之间的关系。 对运作方式提出建议。3 通过对居住区规划发展方向, 居民需求发展趋势以及公共服务产业和信息化技术发展的研究, 提出对公共配套的未来发展方向的预测。本文的研究旨在对相关标准的制定者, 相关的管理部门提供一些理论上的参考, 以促进我国居住区建设的良性发展。更多还原

【Abstract】 The living standard of our residents is related to the common facilities of our residential areas .Today people have paid more and more attentions to the development of the community so the allocation of the common facilities of the residential areas becomes more and more important. With the establishment of the marketing economic system the development of the residential areas comes into a new stage but it has to face many new problems about the allocation of the common facilities. Many kinds of the facilities can t afford the requirements. Others are operated inefficiently .One of the main causes is the false method of controlling in the construction of the facilities. The controlling system that we use is originated from the period of the planning economic system. Now the foundations of the system have already totally changed. That is why it can t works as well as before. In this thesis the writer mainly discusses how to effectively control the allocation of the common facilities of our residential areas .The research also includes some discussions of the developmental trends and the shortcomings of the system we execute now. Probing into the problems trying to find some solutions the writer hope that this thesis could be helpful to those who constitute the codes and who administrate the constructions.更多还原
